HCM City trials scrapping construction licence
Nguyen Van Duc, deputy chairman of the HCM City Real Estate Association, said it currently takes one or two months to get construction permits and costs more than 10 million VND (about 450 USD) in fees.
If the trial proves successful, it would help eliminate “many negative aspects” that currently plague the approval process, he said.
The People’s Committee has also unveiled a one-stop-shop mechanism for licensing construction of large projects like hospitals and schools.
Earlier applicants had to submit documents to multiple agencies, but now they can submit all of them and get licences from the Department of Construction.
The time taken to issue a construction permit is expected to reduce from 122 days now to 42 days.
The Ho Chi Minh City People’s Committee has scrapped construction permits for individual houses on a trial basis in residential areas where the 1/500 scale detailed planning is complete.
