Hanoi to decentralize several socio-economic infrastructure areas

The Chairman of Hanoi People's Committee issued Decision No. 41/2016 / QD-UBND on regulations to assign state management for its subordinate agencies of socio-economic infrastructure in the city.

The text specifies the state management decentralization for its subordinate agencies including 16 fields: roads; public lighting; parks, gardens and trees; urban drainage; wastewater treatment; environmental sanitation; parking, passenger transportation; water supply; irrigation; forestry; information & communication; education and training; culture, sports and tourism; medical; cemeteries and funeral. The decentralization has clearly divided those areas into 3 different types of management such as investment and post-investment management, etc.

Some of the specific contents of stage management decentralization under the new Regulation are: the city does not manage pavements but assigns district authority to in charge. The city manages the entire public lighting system in 12 counties, the towns of the district, the town of Son Tay.

Tree management will be implemented by the city including felling, maintenance, taking care, pruning, replacement of trees in 12 counties, the towns of the district, the town of Son Tay and trees on the highways, elevated roads managed by the city goes through the districts and towns and Son Tay town to ensure urban aesthetic synchronization.

The city manages, maintains environmental hygiene on the highway, assigns district to manage and maintain environmental hygiene in the entire range of administrative boundaries.

The city agreed to manage waste disposal sites, waste landfills.

District level (except 4 urban districts) is decentralized to manage a number of car parks as well as district roads and be skipped to manage passenger ports, pubic wharfs nearby medium and small rivers.

Also adding the regulation to renovate national special monuments, revolutionary historical sites under district management.
