Accordingly, the beneficiaries include leaders of municipal-level agencies, organizations and units, and deputy chairmen of district people committees and councils, who are provided with State-own cars for their travelling under the current policies and regulations.
The project will be implemented in 4 municipal departments of Hanoi, namely, Departments of Finance, Planning and Investment, Transport, and Labour - Invalids and Social Affairs while the 4 districts to implement the project are Ha Dong, Long Bien, Thanh Tri and Gia Lam.

The Hanoi Municipal People Committee has also requested all agencies, organizations and authorities at all levels to seriously implement the decision, avoiding increasing annual administrative costs and affecting their task performance.
The city will take back the redundant or unused cars from the agencies, organizations and units with leaders getting the benefit. .
Leaders of the agencies, organizations and units of the pilot project should consider and choose the continued use of State-own cars or the benefits, based on their assigned tasks and duties.
The pilot project will take effect from March 1, 2017.
