In the end of 2006, Mr. Truong Hoa Binh, then member of the Party Central Committee, Deputy Minister of Public Security, directed the Public Security Newspaper to mobilize enterprises and benefactors to raise fund for poor students, especially ethnic minority students in remote areas, and to found the Fund “For ethnic minority and poor students,” said Senior Colonel Nguyen Thanh Hai, Head of Office of Public Security Newspaper in Ho Chi Minh City.

Since its launch on March 10, 2007, the Fund has regularly received efficient guidance from Deputy PM Truong Hoa Binh.

What is more, the Deputy PM has mobilized enterprises, organizations and generous individuals from all walks of life for the Fund, and spent his free time on weekends and holidays visiting and presenting gifts to ethnic minority and poor students.

Thanks to his close instruction and enthusiasm, the Fund has received various sources of donation from different organizations and individuals worth VND 16 billion over the past years.
