The project, which has a total investment of over 1.36 trillion VND (58.65 million USD) sourced from the local budget, is carried out between 2019 and 2020 as part of the provincial transport development plan through 2020 with a vision to 2030.

Along its length, the Ha Long-Cam Pha Highway will be connected with the Ha Long-Van Don Expressway, National Highway 18 and local roads to create a network linking different areas of Quang Ninh province.

Such a road network is expected to develop a chain of urban areas in the eastern area of Quang Ninh province, there by boosting socio-economic development and improving access in times of natural disasters and strengthen national security.

The Ha Long-Cam Pha Highway is also designed to reduce the traffic pressure on National Highway 18 and enhance Quang Ninh’s infrastructure as the province seeks to become an international tourism centre.

The project is scheduled for completion in 2020.
