NA Committee for Legal Affairs discusses amendments to law on residence

Mr. Hoang Thanh Tung, Chairman of the National Assembly (NA) Committee for Legal Affairs, on May 12 chaired the 28th plenary session of the NA Committee for Legal Affairs to appraise the draft on amendments to the Law on Residence.

Deputy Minister Nguyen Duy Ngoc delivers a report on the draft amendments to the law.

Major General Nguyen Duy Ngoc, Deputy Minister of Public Security, attended and delivered a report on the draft on amendments to the Law on Residence. The Law on Residence (amended) consists of 7 chapters and 41 articles, stated Deputy Minister Nguyen Duy Ngoc.

According to the contents of the draft, the residence management via household registration books and temporary residence books will be replaced by a technology-based management via citizens' personal identification numbers. Accordingly, citizens’ residential information will be updated on the National Database on Population which will be connected to relevant ministries, agencies, and units.

Those changes will lead to the abolition of all or part of the 13 administrative procedure groups related to citizens' registration, management of permanent and temporary residence.

At the meeting, delegates discussed specific issues related to the draft. Delegates basically agreed on the need to revise the Law on Residence.

Speaking at the meeting, Deputy Minister Nguyen Duy Ngoc affirmed that, the agency in charge of drafting the amendments will revise and finalize the draft, ensuring that it will be consistent with the current legal system and suitable for the reality.

To conclude the meeting, Mr. Hoang Thanh Tung spoke highly of the preparation of the drafting agency. The Chairman of the NA Committee for Legal Affairs requested the agency to fully consider delegates’ opinions and ideas and complete the draft in order to present it at the 9th NA meeting.
