Provinces in competition of constructing new administrative centers, says NA General Secretary

Hanoi – On September 15th, National Assembly General Secretary Nguyễn Hạnh Phúc addressed at the discussion on the amended Law on Management and Use of State Property.

Earlier, Chairman of NA Committee on National Defense and Security expressed his concerns over the differences between this law and other ones. “Let’s take the Administrative Center of Danang city, which was recently opened, as an example. If they decided to leave the center to another place, the building will then be under adjustment range of the Law on Construction, not the Law on Management and Use of State Property”, he shared.

According to the deputy, unless such difficulties and problems are resolved, losses will be there to exist.

Discussing losses in using and managing state property, Mr. Nguyễn Hạnh Phúc said: “Nowadays, it is trendy that various provinces pursue to have their own new administrative centers. They do have separated smaller ones, which have served their best function. However, various provincial authorities in certain period of time wanted to integrate different offices into one certain center, but then divide such “center” into other smaller offices unreasonably. It cause a great losses to the state budget, just like the case of Danang”.

Meanwhile, Chairwoman of NA Committee on Justice Lê Thị Nga raised her concerns over the use of public and state vehicles and property. As of July 31st, 2016, state agencies use 16,653 cars; administrative units: 16,194 cars, other organizations 4,566 cars and projects management board 222 ones.

This draft law is submitted to the NA for the first time. The Standing Committee of NA is unanimous about the importance of the law and agreed to rename it Law on Management and Use of State Property. As the discussion wraps up, NA Vice Chairman Phùng Quốc Hiển asked the Ministry of Finance to revise all related contents and terms to suit the legal system; ensuring the viability of the law, especially for those assets that can hardly be quantified, inventoried or measured.
