Building up district-level police force to meet task requirements in new situation

General To Lam, Member of the Politburo and Minister of Public Security, on June 23 chaired an online meeting at the Ministry of Public Security (MPS) connecting with the police departments of the provinces and municipalities to review 10 years of implementing Directive No. 03/CT-BCA-X11 issued by the MPS on April 10, 2009 on comprehensively building the district-level police to protect security and social order in the new situation.

The meeting in Hanoi saw the presence of Ms. Truong Thi Ngoc Anh, Vice Chairman of the Vietnam Fatherland Front’s Central Committee, Mr. Huynh Quang Hai, Deputy Minister of Finance, Mr. Tran Anh Tuan, Deputy Minister of Home Affairs, Lieutenant General Ngo Minh Tien, Deputy Chief of the Vietnam People's Army’s General Staff as well as representatives from other ministries and Central-level agencies.

The meeting aimed at assessing the results of the building of the district-level police force over the past ten years, discussing difficulties in the work and drawing lessons from the building of the district-level police force in the past time.

Minister To Lam awards the Certificates of Merit from the MPS to teams and individuals with outstanding achievements in implementing Directive No. 03.

Delegates at the meeting also proposed approaches to effectively develop the district-level police force to meet the requirements of the task of ensuring security and social order in the new situation.

Over the past ten years of implementing Directive No. 03, the district-level police have actively given advice on solutions to security and order issues to local Party committees and authorities while closely coordinating with military forces, relevant agencies, and mass organizations to maintain local security and social safety.

The district police force has also well performed their tasks of fire prevention and fighting, ensuring traffic order and safety, managing residence, issuing people's ID cards, executing criminal judgments, and handling administrative violations. The district-level police force has also come to border and remote communes to help local people, particularly old and disabled people complete administrative procedures.

Annually, the district-level criminal police force directly solved 90% of the total criminal cases nationwide and investigated 80% of the total cases in the country.

To conclude the meeting, on behalf of the Public Security Central Party Committee and the MPS, Minister To Lam recognized and praised the achievements and great contributions of the district-level police force to the general success of the whole police force in implementing Directive No. 03.

Regarding the major tasks for the district-level police units in the coming time, Minister To Lam requested them to study and strictly implement Directive No. 05 dated June 19, 2020, on building a strong and comprehensive district-level police force to meet the requirements of the tasks of ensuring security and order in the new situation.

They should also promote political and ideological education for police officers and soldiers, improve their working ethics and attitude, and mobilize local people to further support the police.
