Creating conditions for expired prisoners to reintegrate back into the community

PSN - Leaders of the Ministry of Public Security (MPS) discussed with General Department VIII on September 19th about the situation, results in all aspects from the beginning of 2016 until now and the key tasks in the coming time.

Senior Lieutenant General To Lam - Politburo member, Secretary of the Central Public Security Party Committee, Minister of Public Security and Senior Lieutenant General Nguyen Van Thanh - Politburo member, Deputy Minister of Public Security discussed with General Department VIII (GD VIII) on September 19th about the situation, the results in all aspects from the beginning of 2016 to date and key tasks in the coming time.

Lieutenant General Nguyen Ngoc Bang - Secretary of Party Committee, Director of GD VIII has reported the situation and the results in all aspects from the beginning of 2016 until now. Accordingly, the GD VIII has promptly advised the Central Public Security Party Committee and MPS's leaders to propose several policies, working methods and to implement effectively all tasks, aiming to protect the detention facilities in a stable and safe way. 

The GD VIII has cooperated with the Vietnam Institute of Educational Sciences and other agencies related to study the construction of education framework, strengthening the advocacy and consulting to reintegrate back into the community. To date, there are 157 models and 185 typical individuals, in which, 36 models and 43 individuals have been praised and rewarded by MPS. 

Speaking at the meeting, Mr. To Lam praised all efforts of the GD VIII in the recent past, facilitating crimes in rehabilitating and studying. Such task is considered as the State's humanitarian policy, therefore, the GD VIII should focus on building legal system, law enforcement and criminal justice, etc. These laws which are not consistent with reality should be reviewed and be updated, creating conditions for people to be involved in the construction process. 

Besides that, it should focus on advocacy, education related to rehabilitating and staff quality improvement. Especially, the detention facilities must be strictly protected in all situations
