Emulation Grouping 6 includes 6 units of the Ministry of Public Security, namely the Ministerial Office, the Department of Foreign Affairs,the Department of Legal Affairs and Administrative, Judicial Reforms, the Department of Science, Strategy and History of Public Security Forces, the Department of National Security Protection Movement Building, the Department of Professional Records and Archives Management.

In 2019, units of Emulation Grouping 6 actively developed emulation programs and plans with contents in line with the political tasks and practical operations of the component units in an appropriate and innovative manner. Therefore, all component units of the grouping completed their assigned tasks in 2019.

The units within Emulation Grouping 6 conducted the emulation movement "For the National Security" on the basis of their political tasks, and in line with the Party's guidelines, the State’s policies and laws, the Public Security Central Party Committee’s and the Ministry of Public Security leadership’s directives and resolutions.

Meanwhile, the Youth Union and the Women's Union organizations of the units played their leading roles in carrying out emulation movements, organizing various political activities, cultural and art exchanges, physical training and sports events, as well as voluntary and charitable programs for the society.

With their outstanding achievements, 159 teams and 442 individuals of Emulation Grouping 6 were awarded certificates of merit from authorities of all levels, including three certificates of merit from the Prime Minister, 192 ones from the Minister of Public Security and the remainders from other ministries or departments and agencies of the Ministry of Public Security.

At the conference, Emulation Grouping 6 agreed to nominate the Ministerial Office under the Ministry of Public Security for the  Government's 2019 Emulation Flag.
