Good approach to prevent bad teenagers from committing crime in Ninh Binh

PSNews - The authority and police of Bich Dao Ward, Ninh Binh City have achieved positive results of implemention of the Directive of the Ninh Binh Provincial Party Standing Committee on strengthening the Party's leadership in managing and educating spoilt teenagers prone to criminal offences, over the past year. 

Mr. Nguyen Duc Vu, Deputy Secretary of the Party Committee, Chairman of the Bich Dao Ward People’s Committee (Ninh Binh City, Ninh Binh Province) said that, as the formation of Bich Dao ward from 3 other wards in 1997 triggered a number social problems as it became a venue of local spoilt teenagers.

In response to this situation, the Party Committee and the People's Committee of Bich Dao Ward developed a plan to implement the Directive No.10 of the Ninh Binh Provincial Party Standing Committee on strengthening the Party's leadership in the management of local teenagers.

In particular, the local authority established a Steering Committee led by the Chairman of the Ward's People Committee to manage and educate bad teenagers at high risk of committing crime.

Bich Dao Ward also set up a Steering Committee, known as "3+1" model, with the participation of local police, mass organizations, local officials and the subjects’ families join hand in educating bad teenagers.

Meanwhile, the Bich Dao Ward Police increased the management and inspection of accommodations and temporary residence regislation.

The police checked “hot spots”, took preventive measures and strictly handled any offences.

After 1 year of implementation, the model "3+1" proved effective and made positive changes in the security and order situation of Bich Dao Ward. It has also been replicated across wards of Ninh Binh City.
