Interrogation of accused to be recorded

Hanoi – The MPS held a discussion on General Project on facilities, personnel and roadmap for implementation of video and sound recording interrogation of accused as regulated in the Criminal Procedure Code.

Senior Lieutenant General Le Quy Vuong, Member of the Party Central Committee, Vice Minister of Public Security chaired the meeting. The event was also attended by representatives from the Supreme People’s Court, Supreme People’s Procuracy of Vietnam, Ministry of National Defense, Ministry of Finance and other relevant agencies and departments under the MPS.

Addressing the event, Lieutenant General Nguyen Ngoc Anh, Director of Department of Legislation and Administrative, Juridical Reforms (V19) under the MPS, stressed basis for the Project, including: Resolution No.110/2015/QH13 passed on November 27th, 2015 by the XIII National Assembly on the implementation of Criminal Procedure Code, Decision No. 371/QD-TTg adopted on March 9th, 2016 by the Prime Minister on the Plan to implement Criminal Procedure Code.

For better implementation of the Project, the MPS appointed members of steering board and supporting team as follow:

Senior Lieutenant General To Lam, Minister of Public Security, Head of Steering Board; Senior Lieutenant General Le Quy Vuong, Vice Minister of Public Security, Vice Head. Other members of the steering board includes representatives from Ministries of Finance, Home Affairs and National Defense, the Supreme People’s Court, Supreme People’s Procuracy of Vietnam, and other General Department under the MPS.

To date, reference to other countries’ experience and practices has been carried out. The MPS has conducted several models of video and sound recording of interrogation carried out in the General Department of National Security and Public Security Departments in different provinces.

Based on the outcomes of such models, Vice Minister of Public Security Le Quy Vuong emphasized the outlook of the project with ensured legal basis. With a view to a better implementation of the Project, it is essential to solve problems relating to effective technique, efficient budget and personnel.
