MPS accelerates process of issuing its standards and quotas for construction, financial allocation, investment and equipment

PSNews – The Ministry of Public Security on July 8 held a conference on “Facts and Solutions to complete the system of standards and quotas for logistics, equipment and construction investment in the Public Security Forces.” Lieutenant General Nguyen Van Son, Deputy Minister of Public Security, attended the event.

Over the past times, ensuring standards for equipment and construction and controlling quotas for finance, investment and logistics have played an important role in the Public Security Forces (PSF). 

The standards and quotas applied in the Public Security Forces under the leadership of the Central Committee of Public Security and the Ministry of Public Security (MPS), have been a legal basis for competent agencies to make plans for construction investment, equipment, acquisition as well as allocate financial, material and human resources for the operation of all public security agencies and units.

So far, there have been 35 legal documents defining and regulating the standards and quotas for logistics, construction, financial allocation, investment and equipment in the PSF, contributing significantly to boosting the administrative reforms and gradually abolishing the ask-give mechanism while avoiding the wastefulness in managing and using public assets.

In order to comply with the current regulations and to step by step complete the institutions, perfect the legal framework to meet the working requirements of the PSF, the Ministry of Public Security organized the conference to discuss strengths and weaknesses of the standard and quota systems, assess the results of the work in the period of 2008 – 2018 as well as suggested solutions to the difficulties and obstacles in implementing the standard and quota systems in the PSF. 

The conference also gave recommendations and ideas to competent agencies so as to develop a complete system of legal documents on the management of the public security standards and quotas in the period of 2019-2025.

On behalf of the Central Committee of Public Security and leaders of the MPS, Deputy Minister Nguyen Van Son praised the relevant agencies of the MPS for their serious study and assessment of the implementation of the public security standards and quotas in the past time reported at the conference.

Deputy Minister Nguyen Van Son suggested that the responsible agencies should consider the compilation of the public security standards and quotas as an important task so that they can be issued and applied in the PSF in line with all current laws.

The Deputy Minister also asked all agencies responsible for the completion of the public security standards and quotas to work in a urgent but thorough manner. 

He assigned the Department of Planning and Finance to summarize all recommendations and ideas at the conference to complete a general report on the assessment of the real situation and solutions.
