MPS announces PAR index of public security units in 2020

The Ministry of Public Security (MPS) held a meeting on October 28 to review the project on State administration reform in the Public Security Forces in the 2011-2020 period, discuss orientations for implementing the project in the 2021 - 2030 period, and announce the Public Administrative Reform (PAR) Index and the Satisfaction Index of Public Administration Services (SIPAS) in2020.

Senior Lieutenant General Le Quy Vuong, Member of the Party Central Committee, Deputy Minister of Public Security, and Member of the PAR Steering Committee of the Government, chaired the meeting.

As reported,the MPS issued 14 decisions to announce administrative procedures related to State management over security and order while standardizing 293 administrative procedures for public services within the Public Security Forces’ jurisdiction as well as reducing and simplifying 139 administrative procedures.

The average PAR index of the public security agencies and local police units reached 85.78%. Compared to the results of 2019, four more public security units were rated by the MPS's leadership as excellent, bringing the total number of public security units with excellent PAR indexes to 14.

At the meeting, the MPS announced the ratings of citizens’ satisfaction with the administrative services provided by public security agencies and units in 2020. Accordingly, 96.45% of the surveyed people satisfied with the administrative services provided by public security agencies and units. The SIPAS in 2020 increased by 9.76% compared to that of 2019.

On this occasion, Deputy Minister Le Quy Vuong awarded Certificates of Merit from the MPS to teams and individuals with outstanding achievements in implementing the PAR project in the Public Security Forces for the 2011-2020 period.

To conclude the meeting, Deputy Minister Le Quy Vuong requested all public security units and agencies to work out effective plans and draw up specific roadmaps to implement the public security PAR project inthe 2021-2030 period in line with the MPS’s administrative reform program.

Additionally, the Department of Legal Affairs and Judicial, Administrative Reforms was asked to revise and supplement questionnaires and rating criteria as well as to propose scientific and objective approaches to accurately measure the satisfaction of people and organizations with the public services provided by public security agencies and units.
