MPS reviews project on building communal-level professional police force

The Ministry of Public Security (MPS) reviewed the projects on building the communal-level professional police force and exemplary ward police posts at an online meeting with provincial-level police departments nationwide on May 31 in Hanoi.

The event was chaired by General To Lam, Member of the Politburo and Minister of Public Security.

Reports at the meeting revealed that, since 2018, the MPS leadership has directed all public security agencies and provincial-level police departments to drastically reorganize and consolidate their organizational apparatus, as well as focused on building the communal-level professional police force, in line with the resolution of the Politburo and the 2018 Law on People's Public Security Forces.

Following the direction, the provincial-level police departments posted commissioned policemen to communes and townships across the country. Having overcome difficulties at work and in life, commissioned policemen have established close relations with local people and comprehensively improved the security and social order situation at the grassroots level while crimes and law violations have also been curbed.

The communal-level police force also joined local efforts in fighting the COVID-19 pandemic, as well as participated in collecting citizens’ information for building the national database on population and issuing chip-based ID cards to local people.

At the meeting, leaders of the Department on Building National Security Protection Movement briefed the delegates on the theme of the Government's Decree on building the communal-level commissioned police force as well as the initial results of the project on building the model of the civilized ward-level police post in five municipalities nationwide.

Speaking at the meeting, Minister To Lam recognized and highly appreciated the achievements and results that the police agencies and units have made in implementing the two projects over the past years.

Regarding major missions for the agencies and units in the coming time, Minister To Lam asked them to further build the communal-level police force as a politically strong and professional force capable of dealing with security and order situations at the grassroots level. 

He also asked the communal-level police force to thoroughly grasp security situations in their localities, take drastic measures to fight crimes, and strengthen the administrative management over social order and foreign residency. They should also join hands in building and managing the national population database, promoting the movement “All people protect the national security” and fighting the COVID-19 pandemic.

Regarding the building of and the model civilized ward police post in cities, Minister To Lam emphasized that the municipal police departments should continue to focus on their models.

Also at the meeting, Minister To Lam launched a special emulation movement with the theme “Grassroots-level police forces: Being devoted to the people, attached to the people, friendly to the people, and ensuring safety and security for the people.” The movement lasts from June 1, 2021 to June 1, 2022. 

On this occasion, the MPS also awarded Certificates of Merit to 136 police teams and 74 officers nationwide for their outstanding achievements in implementing the communal police force building project.
