Minister To Lam requests to accelerate projects on population database and citizen’s e-ID card

At the meeting, Major General To Van Hue, Director of the Police Department for Administrative Management of Social Order gave briefing about the implementation of the two projects and deadlines for specific key tasks. He affirmed that the two projects will meet the deadlines set by the Government and the National Assembly.

Currently, the Ministry of Public Security is urgently completing the legal basis for the two projects. Most of the legal documents related to those projects have been drafted and sent to relevant agencies for comments.
Besides, various solutions have been implemented to overcome difficulties in ensuring human resources for the project implementation, implementing legal procedures for further investment in the projects and data sharing among ministries and agencies.

For the ID Document Issuance and Management project, the Prime Minister signed a decision on investment in the project on September 3rd. Therefore, this project will be implemented in parallel with the National Population Database project so that the two systems would be operational at the same time in early 2021.
The Ministry of Public Security will merge the Steering Committees of the two projects and consolidate its membership to better direction, coordination, administration, and information exchange.
Speaking at the meeting, Minister To Lam stressed that the national population database will also serve the fight against crime, and maintenance of security and order. Therefore, the project must be implemented synchronously and consistently nationwide.

The minister asked all relevant units to mobilize human and material resources to carry out the project in line with the roadmap, while ensuring good infrastructure and information security and safety for projects.
He also requested relevant agencies and units to coordinate with the media and press to promote information dissemination about the two projects so as to raise people’s awareness of the benefits of the National Population Database and electronic ID cards.
He also asked the leaders of relevant agencies units to regularly direct, supervise and check the implementation of their assigned tasks, ensuring the progress of the implementation of the two projects. Particularly, the Police Department for Administrative Management of Social Order should accelerate the implementation of the two projects and immediately report major obstacles and issues to the leaders of the Ministry.
