President’s decision on amnesty announced

PSNews - The Steering Committee on Special Amnesty under the Ministry of Public Security on October 1 held a conference to train the contents and practical approaches to implement the President’ Decision on Amnesty in 2016.

At the conference, the organizing panel announced the Decision of the President on Special Amnesty in 2016; Decision on establishment of the Advisory Council for Special Amnesty; Guidance from the Advisory Council for Special Amnesty; Directions on Special Amnesty by the Ministry of Public Security and related decisions.

The Committee underscored the significance, purposes and contents of special amnesty activities in 2016.

Addressing the conference, Lieutenant General Tran Anh Dung, Deputy Director of the General Department 8 noted that the Decision has been issued on the occasion of Vietnam’s succeeding in the election of deputies to the 14th National Assembly (NA) and People’s Councils at all levels and 6 months of implementation of the 12th National Party Congress's Resolution; the Consolidation of the State apparatus from the central level to local and the fruitful achievements international integration in 2016.

He also said, only 3 percent of the amnestied in the previous years were found to be recidivists.

The decision shows the lenient and humanitarian policy of the Party and State to the inmates, encouraging them to soon reintegrate into the community, he added.

Regarding the Decision on Special Amnesty in 2016 compared to 2015, only those who had served haft of their imprisonment term, one-third of their imprisonment term in special cases and minimum 15 years with prisoners sentenced to life imprisonment could meet the conditions for this year’s special amnesty drive.

In conclusion, Lieutenant General Nguyen Ngoc Bang affirmed decisions on special amnesty have achieved important results, demonstrating the lenient and humanitarian policy of the Party and State to inmates.

He asked the Advisory Council for Special Amnesty to proactively give advise and closely coordinate with General Department 8 in examining dossiers applied for this special amnesty drive, ensuring the progress and efficiency.
