Security scout with talent for uncovering criminal cases

PSNews - In his 10-year journey of chasing and arresting criminals, Major Pham Van Khuong, head of the Investigation Squad, the Security Investigation Division, the Phu Yen Provincial Police has had a number of memories. But the one he remembers the most is when he arrested Le Duy Lien, a high-profile member of a reactionary organization attempting to subvert the Vietnamese people’s authorities. 

He told the story: 4 years ago in the beginning of 2012, the Security Investigation Division of the Phu Yen Provincial Police in collaboration with relevant units of the Ministry of Public Security Forces started an investigation into a reactionary organization led by Phan Van Thu.

After 6 months following suspects and recording their activities, on early morning of February 5th 2012, Khuong received an order to examine the house of Le Duy Loc – a key member of the organization. He was tasked to find out secret documents of the reactionary organization to prove the offenses of Loc and his fellows.

According to intelligence, Khuong and his comrades knew that Le Duy Trung – Loc’s son, was his father’s right-arm man, helping compiling documents. At 5.30 am on January 5th, Khuong and the specialized team started searching Loc’s house, but they were unable to seize required documents. After consulted their leaders, Khuong and his colleagues decided to search Trung’s house, which was 10 kilometers away.

While searching, the working team detected some disorder in his house. Continuing the examination, they found an abnormally dustless space on the desk, where a laptop might have been placed. Khuong decided that the suspect had moved the laptop with soft documents and perhaps hard documents away. So he used professional methods to question Trung on the spot. Being continuously asked clever questions by the police officer,  Trung finally uncovered that all documents had been taken to another place 4 kilometers away. Trung then took the police team to the place and voluntarily surrendered the hidden documents.

The specialized team successfully seized documents valuable for the case investigation, which included 2 laptops, 2 hard disk drives and several hard documents relating to the reactionary organization, named Common Law Council of Bia Son Public Case.

Major  Khuong continued telling another story about the arrest of a reactionary organization named “Three Kingdoms to regain Power – East Asia Coalition” in Phu Yen.

Expanding and investigation into the case, Khuong detected that many members of this gang still operated in Dong Nai. Of them, Major Khuong and his colleagues uncovered Truong Chang (born in 1937, resident of Dinh Quan district, Dong Nai) with his identification features similar to most wanted suspect Truong Van Chang (born in 1937, lived in Hoa My Dong commune, Tuy Hoa district, Hung Yen). Khuong and Lieutenant Colonel Nguyen Van Hong, police officer of the Investigation Division, the Phu Yen Provincial Police, decided that most wanted suspect Truong Van Chang was under the cover of Truong Trang residing in Dong Nai, after carefully studying documents.

Chang at first denied his offense when the police arrested him.. After being questioned, Chang knew that the police had full information about him so he admitted guilty. Chang also denounced another suspect living in Suoi Nho commune.

Khuong and Hong immediately decided to go to the Suoi Nho Communal People’s Committee. They quickly found Nguyen Trong Dai – a wanted suspect, and arrested him.

Graduated from People’s Security Academy, Major Pham Van Khuong was posted to several units before returning to work at the Security Investigation Division of the Phu Yen Provincial Police. He has directly dealt with 50 criminal cases, and proposed to prosecute the right suspects with the right charges.

He has led the Investigation Section of the Security Investigation Division of the Phu Yen Provincial Police since 2011. Major Khuong and his colleagues have always worked hard and successfully fulfilled all assigned tasks, contributing to preserving peace and security in Phu Yen.
