The police and military complete legal basis and mechanism for coordination

PSNews – The Ministry of Public Security and the Ministry of National Defense on March 24th co-held a conference to review impacts of the revised draft of Decree 77/2010/ND-CP dated July 12th 2010, on the coordination between the two ministries in protecting national security and maintaining social order and safety and implementing defense tasks.

Decree 77/2010/ND-CP issued by the Government and Join Circular No. 07/2012/TTLT-BCA-BQP issued by the two ministries dated June 29th 2012 have marked an important development in the process of completing a legal basis and coordination mechanism between the two ministries, facilitating the collaboration of relevant forces of the two sides in protecting national security, maintaining social order and implementing defense tasks.

Deputy Minister Bui Van Nam chaired the event.

In February 2017, the Prime Minister assigned the Ministry of Public Security to coordinate with the Ministry of National Defense in advising and proposing the Government to issue another decree to replace Decree No.  77/2010/ND-CP.

Accordingly, the Decree Drafting Board was formed led by Deputy Minister Bui Van Nam, along with relevant agencies of the Ministry of Public Security and Ministry of National Defense.

The draft amendments and supplements to Decree No.77/2010/ND-CP has changes of the expression in 10 articles and changes of basic contents in 6 articles, while adding 3 new articles. The draft consists of 4 chapters with 25 articles.

According to Deputy Minister Bui Van Nam, the draft amendment to Decree No.77/2010/ND-CP will cover broader and more comprehensive defense and security missions, define closer coordination between the police and military forces from ministerial to local level, to meet the country development’s requirements in new situation.
