Vietnam’s MPS and Russia’s National Guard Agency agree to promote cooperation

PSNews - General To Lam, Vietnamese Minister of Public Security on November 3 received a high-ranking delegation of the Federal National Guard Troops Service of the Russian Federation led by General Zolotov Victor Vasilyevich, Director of the National Guard of Russia.


The event also saw the presence of Major General Nguyen Duy Ngoc, Deputy Minister of Public Security, and other high-ranking officials of the Ministry of Public Security (MPS) of Vietnam.

Minister To Lam and Director Zolotov Victor Vasilyevich sign Memorandum of Understanding between the two sides.

After the reception, Minister To Lam, Director Zolotov Victor Vasilyevich and the high-ranking delegation of the National Guard of Russian had talks.

Speaking at the talks, Minister To Lam stated that over nearly 70 years since the establishment of diplomatic relations between Vietnam and the Russian Federation, the traditional friendship between the two countries have been increasingly developing. Since the two sides established a Strategic Partnership in 2001 and upgraded it to a Comprehensive Strategic Partnership in 2012, the bilateral relations have been strengthened in depth and width, especially in exchange of high-ranking delegations.

On behalf of the Vietnamese Ministry of Public Security, Minister To Lam spoke highly of the important role of the National Guard Agency of the Russian Federation and the visit of its high-ranking delegation.

Director Zolotov Victor Vasilyevich highly appreciated the traditional friendship between the two nations over the past years, especially in the field of security and national defense. He also lauded the effective cooperation between Russian law enforcement agencies and the Vietnamese Ministry of Public Security.

Director Zolotov Victor Vasilyevich affirmed that the National Guard of the Russian Federation always attaches great importance to promoting cooperation with the Ministry of Public Security of Vietnam in all areas of mutual concern.

At the end of the meeting, Minister To Lam and Director Zolotov Victor Vasilyevich signed a Memorandum of Understanding between the two sides.
