Phan Huy Anh Vu, director of the Department of Health of the southern province of Dong Nai, has been detained for allegedly violating bidding regulations.

In addition, Nguyen Thi Thanh Nhan, former chairwoman and general director of Advanced International JSC (AIC), faced the same fate for the same charge as Vu. Their alleged violations have caused serious consequences, Lieutenant General To An Xo, spokesperson of the Ministry of Public Security, told the local media on April 29.

Investigators from the ministry also filed charges against seven other people, including former AIC deputy general director Hoang Thi Thuy Nga; general director of New Generation Price Appraisal Company Nguyen Cong Tien; Ninh Van Sinh, ex-appraiser of New Generation Price Appraisal Company; Vu Quang Ngoc, deputy director of Medicosult Vietnam Joint Venture Co., Ltd; and three employees of AIC—Nguyen Quang Minh, Nguyen Tien Thu and Hoang The Quynh.

They are all involved in the bidding of packages to buy medical equipment of the Dong Nai General Hospital development project.

The provincial government approved the project with an investment of over VND1.9 trillion.

Investigators found violations during the preparation of dossiers for the tenders of 12 packages to buy medical equipment in the 2013-2015 period.

Officials at AIC as the investor of the project, the consulting unit and the appraisal firm have gouged the prices of medical equipment, allowing AIC to win 12 packages at VND476.87 billion, causing losses of some VND152 billion for the State.

Work on the Dong Nai General Hospital started in 2008 with two phases. In the first phase, the hospital project was allocated over VND2 trillion by the State and has 15 floors and 41 departments with 700 beds.

The second phase with 19 floors totaling 700 beds needs an investment of over VND1.3 trillion.

In April 2015, the Dong Nai government inaugurated the hospital.
