The program focuses on researching and applying advanced technologies to produce high-quality vaccines for humans. It also aims at improving capacity of domestic vaccine researchers and producers, an effort to respond to possible pandemics emerging in the future.

All domestically produced vaccines are expected to meet international standards and may compete with their equivalents on the international market.

By 2025, the country is expected to master production technologies of 10 vaccines, and in fact produce at least 3 vaccines domestically. 5 years later, Vietnam need to master production technologies of 15 types of vaccine and produce at least 5 ones.
