Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung attended and delivered a keynote speech at the conference.
Director of the Department of Criminal Records and Archives Lieutenant General Ngo Thi Hoang Yen chaired the conference.
The conference was held online, connecting delegates from the MPS headquarters and those from police departments of provinces and centrally-run cities across the country.
In his opening remarks, Deputy Minister Le Quoc Hung underlined that the transfer of State management responsibilities for criminal records and the public service procedures for issuing criminal record certificates from the Ministry of Justice (MOJ) to MPS is one of the key policies of the Politburo and the Government.

Accordingly, the leadership of MPS and MOJ directed relevant functional units of the two ministries to ensure a seamless transition without any disruptions of task implementation and services provision, contributing to ensuring the legitimate rights and interests of agencies, organizations and the people.
At the conference, MOJ’s lecturers provided the participants with knowledge and experiences of various topics related to the State management of criminal records and the implementation of public service procedures for issuing criminal record certificates.
They also answered questions, explained tough issues and discussed solutions to assumed difficulties arising during the implementation of the new task of the Public Security Forces.
Concluding the training conference, Lieutenant General Ngo Thi Hoang Yen urged that public security units and agencies should closely coordinate with the Department of Criminal Records and Archives to effectively perform the new task in line with MPS’s work plans.
