MPS discusses draft law on mobile police

Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security (MPS), chaired the first meeting of the Drafting Team and the Compiling Group in charge of drafting the Law on Mobile Police on September 28.
The meeting also saw the presence of Major General Le Quoc Hung, Deputy Minister of Public Security; Mr. Dang Hoang Oanh, Deputy Minister of Justice; Mr. Cao Huy, Vice Chief of the Government’s Office; and members of the Drafting Team and the Compiling Group.

At the meeting, Major General Nguyen Ngoc Thanh, Deputy Commander of Mobile Police announced the MPS’s Decision on establishing the Drafting Team, the Editorial Group and the plan to draft the law.
The Drafting Team consists of 23 members led by General To Lam, member of the Politburo, Minister of Public Security. Senior Lieutenant General Le Quy Vuong, Deputy Minister of Public Security is the Standing Deputy Head, and Major General Le Quoc Hung, Deputy Minister of Public Security, is the Deputy Head of the team.
Lieutenant General Pham Quoc Cuong, Commander of Mobile Police, Chief Editor of the Compiling Group briefed the delegates on the bill, stating that the law project on the mobile police is essential to concretize the provisions of the Constitution, institutionalize the Party's guidelines on strengthening the Party's leadership over the mobile police force, build a professional, elite and modern mobile police force to meet the requirements of protecting national security, ensuring social order and safety.

The draft law includes 5 chapters and 32 articles: Chapter I - General Provisions; Chapter II – Missions, Authorities, Organization and Operation; Chapter III- Policies for Mobile Police; Chapter IV - Responsibilities of Agencies, Organizations and Individuals to Mobile Police; Chapter V – Regulations on Exercise of the Law.
At the meeting, all delegates showed high consensus on the need for the Law on Mobile Police and gave important comments and ideas to this law project.
To conclude the meeting, Deputy Minister Le Quy Vuong affirmed that the law project aims to create a legal corridor for the mobile police to perform their duties of protecting national security, ensuring the social order and safety in the new situation. “The mobile police are allowed to use force while performing their tasks that directly affects human rights, therefore, the Law on Mobile Police must be in line with the Constitution and other laws”, he added.
The deputy minister requested the Compiling Group to collect all opinions of delegates at the meeting to revise the draft documents, develop the first draft of the Law on Mobile Police before sending to the members of the Drafting Team for further consideration.
