MPS reviews the implementation of two key projects

The Ministry of Public Security (MPS) on June 9 held a meeting of the Steering Committee of the National Population Database Project and the Chip-based ID Card (e-ID card) Project. General To Lam, Minister of Public Security and Head of Steering Committee, chaired the meeting.

The meeting saw the attendance of Lieutenant General Nguyen Duy Ngoc, Deputy Minister of Public Security and Standing Vice Chairman of the Steering Committee.

Addressing the meeting, Minister To Lam affirmed that the entire Public Security Forces have gained important achievements in the implementation of the two projects over the past time.

After the National Database on Population and the e-ID Card System will be officially operational on July 1, the Public Security Forces should regularly process data and thoroughly exploit the national database on population to promote the country’s socio-economic development and renovate the police force's methods of preventing and controlling crime.

According to reports at the meeting, the local police units have so far collected more than 100 million population information declarations nationwide (99.6%), and processed 92.9% of the collected residential data.

By June 7, they had issued personal identification numbers to over 35 million people. By June 18, the MPS will have issued personal identification numbers to about 90% of the population.

Regarding the connection between the National Population Database and other ministries’ database networks, the MPS requires that all database networks of central agencies and ministries should carefully be checked their network security and information safety by the Department of Information Security (under the Ministry of Information and Communications) and the MPS relevant agencies before being connected to the national population database system.

Under the plan, the National Population Database will be connected to the networks of all 63 Central-run cities and provinces, in July 2021.

Speaking at the meeting, Deputy Minister Nguyen Duy Ngoc suggested that trial connection between the National Population Database and ministries and localities should be accelerated so as to draw lessons and fix any possible problems before the deadline for the official connection.

In addition, authorities to access the national population database should be strictly managed; that is to say, the authority to access the database must be drawn up clearly in echelon based on the levels of agencies .

Regarding the key missions in the coming time, the Minister requested the Police Department of Social Order Administrative Management to direct the local police units to step up the data processing so as to finish the issuance of personal identification numbers for all citizens by June 18.

The Minister suggested that the Steering Committee maintain its operation until the end of 2021 to supervise the implementation of the the National Population Database and e-ID Card Project.
