Speaking at the meeting, General To Lam welcomed Mr. Kolokoltsev Vladimir Aleksandrovich and the high-level delegation of the Russian Ministy of the Interior to Hanoi, Vietnam to attend the 39th ASEANAPOL Conference, which will take place from September 18 to 19.

Minister To Lam emphasized that the visit of Mr. Kolokoltsev will mark an important milestone in the two ministries' ties as well as contribute to cementing the good traditional relations between Vietnam and Russia.
According to Minister Lam, the Russian Ministry of the Interior is a traditional, friendly and reliable partner of the Vietnam's Ministry of Public Security. All agreements reached between senior leaders of the two sides are beeing implemented in an active and effective manner.
Regarding the coordination in crime prevention and fighting, based on the Joint Action Program signed for the period of 2019-2021, the two ministries regularly exchanged information, esspecially information about transnational organized crimes involving citizens of the two countries and coordinated effectively in arresting, verifying and extraditing offenders.
In order to further strengthen the good cooperation between the two countries in general and between the Vietnam's Ministry of Public Security and the Russian Ministry of the Interior in particular, Minister To Lam hoped the Russian Federation would support Vietnam in performing its non-permanent membership of the United Nations Security Council in the 2020-2021 term and the chairmanship of ASEAN in 2020.
Minister To Lam suggested the two sides should ennhance exchange of delegations at all levels and fully implement signed cooperation documents as well as ensure security, safety and create favorable conditions for the diplomatic missions, businessmen, overseas students and citizens of one country to work, invest, and study legally in the other country.
General To Lam said that the two ministries should promote cooperation in the fight against high technology crimes, drug crimes, economic crimes and money laundering. He also wished that Russian side would provide more undergraduate and graduate training courses for Vietnamese public security officers.
Mr. Kolokoltsev Vladimir Aleksandrovich, for his part, thanked General To Lam for the warm reception and highly appreciated the good preparation by the Vietnam's Ministry of Public Security for the 39th ASEANAPOL Conference.
The Minister of the Russian Ministry of the Interior expressed his delight at the fine relations and effective cooperation between the two countries and affirmed that, in his position, he will continue to contribute to promoting the Russia-Vietnam comprehensive strategic partnership, and cooperation between the Russian Ministry of the Interior and the Vietnam's Ministry of Public in particular.
