Police nationwide asked to strictly handle illegal trade and use of police equipment
Minister of Public Security To Lam on July 23 sent Dispatch 05/CĐ-BCA to all general departments, commands and under-ministerial units, education and training institutions; provincial/municipal police departments; and fire police sub-departments under the Ministry of Public Security (MPS) to promote operations against illegal trade and use of equipment and supporting tools of the People’s Public Security Forces PPSF.

In recent times, the situation of trade and use of equipment and supporting tools of PPSF has become more complex. Accordingly, these dangerous items are openly traded and exchanged at many retail stores, markets and social networks nationwide. Some dissident and bad elements used police uniforms and tools to pose as policemen to do illegal activities.
Some acted as policemen, darted in demonstrations and intentionally attacked the protesters with the aim of blaming the police force for beating the people, as well as refueling social conflict and inciting demonstrations and riots. Their actions undermined social security and order as well as ruined the prestige of the PPSF.
In order to promote the management of equipment and supporting tools of the PPSF, the Minister of Public Security asks:
- The chiefs of police agencies and units at all levels to hold responsibility to the Minister for the production, distribution, storage and use of all equipment and supporting tools of the PPSF in their managed localities and fields; take measures to recover old ranks and badges of newly-promoted officers and soldiers;. And prohibit all public security officers and soldiers to trade, exchange or give equipment and support tools of the PPSF to others.
- The heads of the provincial-level police departments to direct their subordinates to check and strictly handle all acts of illicit production, transportation, trade, and use of equipment and supporting tools of the PPSF under the laws; intensify the coordination and exchange of information between central agencies and local police units under the MPS to detect and control acts of illegally trading, storing and using uniforms and supporting tools of PPSF.
- The General Department of Police to guide the police units of the localities to fight and handle strictly the illegal trade of equipment and assisting tools of the PPSF.
