Ministry of Health proposes concrete regulations to better control the quality of homemade alcohol

PSNews - Minister of Health Nguyen Thi Kim Tien has proposed the Government Office to clarify regulations relating to homemade alcohol in the draft decree on alcohol trading.

The head of the Ministry of Health, in the proposals, stressed the need to make full assessment of the administrative procedures for the granting of permits for alcohol production and trading activities.

According to Minister Nguyen Thi Kim Tien, the draft decree on alcohol trading activities should be consistent in implementing the three strategies to control alcohol supply and demand, and take effective measures to reduce alcohol harm.

The Minister of Health also recommended that the number of licenses for distribution, wholesale and retail of alcohol products should be determined on the basis of population.

In particular, Minister Tien proposed an additional chapter to the decree, which specifies measures to control homemade alcohol for commercial purposes  as well as for household consumption.

In the additional chapter, the Minister of Health underlines the responsibility of competent agencies for managing, educating and guiding people in producing, consuming and trading homemade alcohol.

Recently, the number of patients hospitalized due to alcohol poisoning have risen sharply, causing public concern about the State management of alcohol.

According to the Ministry of Industry and Trade, homemade alcohol accounts for 70% of the total alcohol volume in the domestic market while the quality of homemade alcohol has not been certified by any competent agencies. Official reports also show that a high concentration of methanol is detected in kinds of homemade alcohol, and that most methanol poisoning cases have originated from homemade alcohol. Therefore, it is necessary to strictly control this type of alcohol.
