MPS proposes to list cybersecurity services as a conditional business line
The Ministry of Public Security (MPS) proposed the National Assembly (NA) Standing Committee to include cybersecurity products and services as a conditional business line in the Investment Law so as to create a legal corridor for the Government's Decree on cybersecurity products and services.
On December 8, the NA Standing Committee had a meeting under the chair of NA Vice Chairman Nguyen Duc Hai to give opinions on several draft laws, including the Law on Investment.
At the meeting, Deputy Minister of Public Security Lieutenant General Luong Tam Quang presented a report highlighting the need to add cybersecurity products and services to the list of conditional business lines in the Law on Investment.
Regarding the directions of the Politburo and Government, Deputy Minister Quang said that the Politburo has issued Resolution 30 setting the targets of reducing cyber threats to national security and social order.
Meanwhile, the Government in its Resolution 22 has assigned the Ministry of Public Security to draft a decree on conditions for organizations and individuals to do business in cybersecurity industry.
Deputy Minister Quang also revealed that the cybersecurity force has detected serious security vulnerabilities in the networks of ministries, sectors, and Central-level agencies.
He pointed out the reason leading to those security problems is the lack of a legal corridor to manage cybersecurity product and service providers; as a result, insecure products and services may be provided for Central agencies, ministries and other State bodies.
He underlined it is high time to list cybersecurity products and services as a conditional business line in the laws so as to create a legal framework for protecting cybersecurity in line with the Politburo and Government’s directions.
