PM chairs conference to deploy NA's resolution on Da Nang's administration, development

Prime Minister Pham Minh Chinh chaired a hybrid conference in Da Nang on August 31 to introduce and deploy the National Assembly’s Resolution No. 136/2024/QH15 on the organisation of urban administration and pilot implementation of special mechanisms and policies for the development of the central city.

Prime Minister Pham Minh Chinh chaired a hybrid conference in Da Nang on August 31 to introduce and deploy the National Assembly’s Resolution No. 136/2024/QH15 on the organisation of urban administration and pilot implementation of special mechanisms and policies for the development of the central city.

Earlier, the PM decided to establish and lead a steering committee tasked with monitoring the Resolution 136 implementation. The municipal Party Committee and People’s Council also issued plans to support this effort.

In his keynote speech, PM Chinh highlighted Da Nang's strategic advantages, including a robust transport network, favourable conditions for industrial development, a thriving maritime economy, and a burgeoning services and tourism sector. With its rich tradition, advantageous natural conditions, and a skilled workforce, Da Nang is poised to become a true economic hub and growth engine of the country, he said.

The PM also touched upon new regulations in the Resolution, including defining the authority of relevant agencies to perform tasks and exercise power previously managed by district and ward People’s Councils. The Resolution also aims to attract strategic investors, establish the Da Nang Free Trade Zone, reclaim land for logistics infrastructure development, develop the semiconductor technology and artificial intelligence, invest in and manage sci-tech infrastructure.

Da Nang should pool all social resources, especially public-private partnerships, finance, technology, incentives, seamless infrastructure and smart governance to fulfill the tasks outlined in the Party and National Assembly’s resolutions, and the Government’s decisions on Da Nang development, he said.

Ministries and agencies were urged to provide prompt and intensive support for Da Nang in detailing and specifying the tasks and activities that need to be undertaken in the short, medium, and long terms. With only four months left until the Resolution takes effect, the urgency of these efforts was underscored.

The government leader also assigned specific tasks to ministries, agencies and the municipal authorities to ensure the successful implementation of the Resolution.
