Deputy Minister Le Van Tuyen reviews amnesty work in Hanoi
PSNews - A delegation of the Ministry of Public Security (MPS) led by Deputy Minister of Public Security Lieutenant General Le Van Tuyen, Standing Member of the Central Advisory Council on Amnesty and Head of the MPS Steering Committee for Amnesty, conducted an inspection of the 2025 amnesty work in Hanoi on April 2, 2025.
The staff of the Thanh Xuan Prison under the Police Department for Prison, Compulsory Education and Reformatory Management and temporary detention centers under the management of the Hanoi City Police Departments carried out the President’s Decision on Amnesty, the guiding documents by the Central Advisory Council on Amnesty as well as MPS amnesty plans in serious and effective manners.
Addressing the working session, Deputy Minister Le Van Tuyen underlined that amnesty is a great humanitarian and lenient policy of the State, and also one of the legal institutions enshrined in the Constitution of Vietnam.

As amnesty is typically granted on the occasion of major national events and anniversaries, the President signed the decision on the 2025 amnesty on the 50th anniversary of the Liberation of the South and National Reunification.
To ensure the successful implementation of the amnesty plans, Deputy Minister Le Van Tuyen requested that the staff of the Thanh Xuan Prison and temporary detention centers under the Hanoi City Police Department continue to update their inmates on the Party and State’s lenient policies as well as the President’s decision on the 2025 amnesty.

The Deputy Minister also urged the detention facilities and relevant units to thoroughly review and assess profiles of the amnesty-proposed inmates to avoid mistakes and ensure the rights of all detainees and inmates, while making careful preparations for the official amnesty announcement ceremony in compliance with the regulations and properly implementing policies for to-be-amnestied inmates.
Deputy Minister Le Van Tuyen also called for strengthened coordination between correctional police units with provincial-level police departments in managing and supporting newly-released inmates to reintegrate in the community.
