1st Congress of Vietnam-Laos Public Security Forces Friendship Association takes place in Hanoi
The Vietnam-Laos Public Security Forces Friendship Association solemnly held its 1st Congress for the 2025-2030 term on March 20, in Hanoi.
Member of the Politburo and Minister of Public Security General Luong Tam Quang attended and delivered a keynote speech at the congress. Member of the Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Le Quoc Hung chaired the congress.

The congress saw the presence of Member of the Lao Party Central Committee and Deputy Minister of Public Security Senior Lieutenant General Kongthong Phongvichit, and Member of the Party Central Committee and Chairman of the NA Committee for Culture and Education Nguyen Dac Vinh, Chairman of the Vietnam-Laos Friendship Association for the 5th tenure, among others.
In his remarks, Minister Luong Tam Quang highly appreciated the organization of the 1st Congress of the Vietnam-Laos Public Security Forces Friendship Association for the 2025-2030 term, stressing that the congress was of great significance as it contributed to deepening the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos in general and between the public security forces of the two countries in particular for the sake of mutual interests of the people and the public security forces of the two countries.
To ensure the practical and effective operation of the association in the 2025-2030 term, the Minister urged the association to thoroughly grasp and effectively implement foreign policies of the Party and State as well as high-level bilateral agreements, while strengthening coordination with the Central Committee of the Vietnam–Laos Friendship Association and relevant ministries and agencies to organize meaningful and substantive activities.

Additionally, Minister Luong Tam Quang also requested the association to work closely with the Lao Ministry of Public Security to jointly organize activities in celebration of major events in each country, helping people of the two countries, especially younger generations of the public security forces, better understand the nature of the Vietnam–Laos special relationship.
The Congress elected a 15-member Executive Committee for the 2025–2030 term with a 5-member Standing Committee. Deputy Minister Le Quoc Hung was elected Chairman of the Vietnam–Laos Public Security Forces Friendship Association for the 2025–2030 term.
On behalf of the newly-elected Executive Committee, Deputy Minister Le Quoc Hung sincerely thanked for the support of the Central Vietnam–Laos Friendship Association, the leadership of the Ministry of Public Security as well as the support of Minister Luong Tam Quang for the association’s activities.
The association’s chairman affirmed that the Executive Committee would seriously follow the directions given by Minister Luong Tam Quang as well as the operational orientations set by the Central Vietnam–Laos Friendship Association so as to blueprint and organize a wide range of meaningful activities in the future, contributing to further fostering the great friendship, special solidarity and comprehensive cooperation between Vietnam and Laos.
