76th National Public Security Conference opens in Ho Chi Minh City

Delivering his opening remarks at the conference, Minister To Lam asked the conference to review the task performance of the Public Security Forces (PSF) in 2020, point out limitations and draw lessons from practical working activities.
The conference should also carefully study resolutions of the PSCPC and directives of the MPS to draw up working plans for the forces in 2021 and the following years.

Specially, it should discuss approaches to firmly protect security and safety for the upcoming 13th National Party Congress and the elections of the 15th National Assembly, and People's Councils at all levels for the 2021 – 2026 term, the Minister added.
At the conference, Deputy Minister of Public Security, Senior Lieutenant General Le Quy Vuong briefed the delegates on the PSCPC’s Resolution on major tasks for the PSF in the following years.
* Earlier on December 6, the MPS held an internal conference to review the task performance of the Public Security Forces over the past year. On behalf of the MPS’s leadership, Lt. Gen. Luong Tam Quang, Deputy Minister of Public Security, made a report on the results of the task performance of the forces in 2020 and major missions for the forces in 2021.

According to the report, the MPS has closely cooperated with other ministries, agencies, local authorities, and the People's Army to draw up plans to ensure absolute security and safety for important political activities and events of the country, especially the 36th and 37th ASEAN Summits, the 41st AIPA Conference, and other activities within the framework of Vietnam’s ASEAN Chairmanship 2020.
Since the COVID-19 broke out in Vietnam, the PSF have taken drastic measures to prevent the disease. Particularly, local police forces checked all households to make lists of foreigners and citizens arriving in Vietnam from pandemic-hit territories and coordinated with the health sector to promptly quarantine COVID-19 suspects.

They also strengthened immigration management and safeguarded concentrated quarantine zones while strictly handling those who spread false information about the pandemic situation or taking advantage of the disease to commit offences and crimes. Moreover, thousands of public security officers and soldiers voluntarily donated more than 40,000 units of blood for medical treatment at hospitals affected amid the pandemic.

According to statistics, from December 15, 2019, to November 14, 2020, the police force have successfully investigated more than 35,800 cases of social order-related crimes (reaching 83.05%, 8.5% higher than the target set out by the National Assembly), destroyed 1,860 criminal groups of all kinds, especially those involving "black credit" activities.
During the year, the police force received and settled 100% of denunciations and petitions from people while handling more than 20,500 cases of economic crimes. They also detected more than 24,548 drug-related cases, arrested 36,404 offenders, and seized more than 738 kg of heroin, 3,430 kg of synthetic drugs, and more than 2 million synthetic drug pills.
The police force handled 3,381 cases and arrested 5,452 people related to the illegal storage and use of weapons, explosives, and combat gears, a 10-fold increase compared to the same period of 2019.
The police also called on people to surrender 20,212 guns of all kinds to the authorities.
Meanwhile, the traffic police force drastically implemented measures to ensure traffic safety. The number of traffic accidents reduced by 16.01% while the numbers of traffic incidents and casualties dropped more than 10%. Since the fire police strengthened their State management over fire safety, the number of fires and explosions decreased by 24.66% compared to that of 2019.

By November 2020, 44,852 professional police officers had been posted to all 8,619 communes across the country, and at each commune, there are at least five commissioned policemen.
Over the year, there have been 14 public security officers and soldiers dead, and 181 others injured while fighting crimes, ensuring national security, or assisting people during natural disasters.
