Role of Party organizations in crime prevention and fighting

The seminar is to analyze and review the role of the Party committees and authorities at various levels in leading and directing relevant forces to prevent and fight crimes in general and transnational crimes in particular; to assess the actual capacity of leadership of Party committees and authorities at different levels in combat and prevention of newly emerging criminal activities over the past time.

Mr. Nguyen Van Binh, Member of Politburo, member of the Central Party Committee’s Secretariat, Head of the Central Economic Commission, Head of the Steering Board for the northwestern region, agreed on the assessments and proposals in the general report presented by the T29 and other speeches in the seminar memorandum.
Mr. Nguyen Van Binh requested that Party committees and authorities at all levels in the region should first be able to identify and point out specific features of regional geography, nature, population, religion, culture and socio-economy, as well as the international and domestic context influencing the region’s efforts to prevent and fight crimes while improving leadership capacity of local Party committees and authorities in seeking appropriate and efficient approaches to fight transnational crimes.
According to him, local Party committees and authorities should also thoroughly grasp the Party and State’s resolutions and master plans to prevent and fight crimes, including transnational crime.
Mr. Binh suggested that relevant agencies should actively propose amendments and additions to the existing policies and mechanisms as well as new policies and mechanisms, in accordance with developments of the real situation.
He reminded relevant local agencies and forces of the inevitable principle saying that the Party always leads comprehensively and directly all activities, including crime prevention and fighting. He underscored the important role of the grass roots in prevention and fighting against transnational crime.
Regarding international cooperation and integration in preventing and fighting transnational crime, he suggested completing the legal system on prevention and fighting against transnational crime.
At the same time, local Party committees and authorities should pay due attention to improving living standards for local people, closely combine socio-economic development with national defense and security, while continuously building up the people's defense posture in association with the people's security posture, especially in the border routes and key areas.
