Addressing the ceremony, Deputy Minister Nguyen Duy Ngoc underlined that crime prevention and control work has achieved positive results over the past years. Thanks to the joint effort of the political system, police forces and people, the rate of offences related to public order has continuously reduced over the past years, exceeding the objectives set by the National Assembly. In detail, the rate of offences related to public order reduced year on year by 7.39% in 2019, 8.4% in 2020, 11.33% in 2021, and 9.94% in the first 6 months of 2022.

In the fight against crime to protect a peaceful and happy life for people, a number of police officers have laid down their lives or been injured. Since 2019, 31 police officers have been killed, 750 officers have been injured and many others have been exposed to HIV while performing their duties.

To raise funds for crime prevention and control, the Prime Minister has signed a decision on the establishment of the Counter-Crime Fund, with the aim of providing supports for the police officers who lose their lives and suffer injuries in fighting crime as well as rewarding groups and individuals with outstanding achievements in the fight against crime.

Although the Counter-Crime Fund’s chartered capital is provided by the State Budget, it is defined as a non-State Budget one as it will later mobilize organizations, businesses and people at home and abroad to give donations for its operation. Since 2019, the fund has spent some VND 73 billion in rewarding more than 5,000 groups and individuals with outstanding achievements as well as supporting police officers killed or injured on duty.
