PSNews - A delegation of the Ministry of Public Security (MPS) led by Deputy Minister of Public Security Lieutenant General Le Van Tuyen, Permanent Member of the Central Advisory Council on Amnesty and Head of the MPS Steering Committee for Amnesty, conducted an inspection of the amnesty work for 2025 in Dong Trieu city, Quang Ninh province, on March 25, 2025.
According to reports at the working session, upon receiving the President’s Decision on Amnesty and related guiding documents issued by MPS, the Quang Ninh Prison and the Quang Ninh Provincial Police Department promptly started to review all inmates meeting the criteria for amnesty in 2025 in a timely, lawful, democratic, objective, fair, transparent, rigorous and accurate manner without any errors or misconduct.
As of March 18, 2025, the Amnesty Council of the Quang Ninh prison has decided that 69 out of the 70 proposed inmates have met all the criteria for amnesty in 2025. Meanwhile, the Amnesty Council of the Quang Ninh Provincial Police Detention Center has passed the list of 34 inmates eligible for amnesty this year.

Concluding the meeting, Deputy Minister Le Van Tuyen underlined that amnesty is a great humanitarian and lenient policy of the State.
The Deputy Minister requested the involved correctional police units to continue to effectively perform the tasks of prisoner management, education and corrections, ensuring that all inmates serving their sentences in prisons can equally benefit from the policies of the Party, the State and MPS.

He also emphasized the importance of vocational training for inmates, noting that it helps them recognize their wrongdoings, and it also equips them with a profession to earn a living, staying away from crime, when they are released.
In addition, Deputy Minister Le Van Tuyen stressed the need to thoroughly review the list of inmates eligible for amnesty in 2025 so as to avoid mistakes and ensure the rights of all detainees and inmates.
The Deputy Minister also urged that involved public security units and agencies should maintain close coordination with the People’s Procuracy and other relevant agencies to complete the profiles of the to-be amnesty beneficiaries, as well as make public the final lists of amnesty benefited inmates and carry out policies for them, on time and in line with the regulations.
On this occasion, Deputy Minister Le Van Tuyen also inspected the living and working conditions, accommodations, workshops and the dining facilities for inmates in the Quang Ninh Prison compound.
