Deputy Minister Nguyen Van Long meets a number of top Chinese officials while visiting China
PSNews - At the invitation of the Chinese Ministry of Public Security, a high-ranking delegation of the Vietnamese Ministry of Public Security led by Deputy Minister of Public Security Lieutenant General Nguyen Van Long paid an official visit to China, from April 14th to April 20th.
Deputy Minister Nguyen Van Long had a meeting with Member of the Party Central Committee and Minister of Justice of China He Rong on April 16th, in Beijing.
At the meeting, Minister He Rong warmly welcomed Deputy Minister Nguyen Van Long to China in the context that the relationship between the two Parties and countries witnessed positive developments, especially after the official visit of General Secretary of the Communist Party of Vietnam Central Committee Nguyen Phu Trong to China in October 2022 and the official visit of General Secretary of the Communist Party of China Central Committee and President Xi Jinping to Vietnam in December 2023.
She hoped that the two ministries will further promote cooperation in fields that the two sides are responsible for, in the coming time.
Deputy Minister Nguyen Van Long respectfully thanked Minister He Rong for his meeting with the Vietnamese delegation and conveyed the greetings of Member of the Politburo and Minister of Public Security of Vietnam General To Lam to Minister He Rong.
At the meeting, Deputy Minister Nguyen Van Long congratulated the Chinese side on successfully organizing the 2nd session of the 14th National People's Congress and the 14th National Committee of the People's Political Consultative Conference.
He affirmed that there is still plenty room for cooperation between the Vietnamese Ministry of Public Security and the Chinese Ministry of Justice based on the common perceptions agreed by leaders of the two Parties, the two States in general and between Minister To Lam and Minister He Rong in particular.
Deputy Minister Nguyen Van Long suggested the two ministries to boost cooperation in several fields including security and order, law-drafting, prison and reformatory management, transfer of sentenced persons as well as officer training.
* Previously, Deputy Minister Nguyen Van Long had talks with Deputy Minister of Justice of China Wang Zhenjiang.
At the talks, the two sides evaluated the results of cooperation between the two ministries since 2023 via high-level delegation exchanges, information and experience sharing on security and order, law-making for the building of a law-governed socialist state, prison management, and progress of negotiations on cooperation documents.
Deputy Minister Wang Zhenjiang briefed the Vietnamese delegation on the Chinese Ministry of Justice’s responsibilities for prison and correctional institution management as well as drafting laws related to the field of security and order.
To further promote bilateral cooperation in the coming time, Deputy Minister Nguyen Van Long and Deputy Minister Wang Zhenjiang agreed to enhance multi-level delegation exchange and maintain annual high-level exchange via bilateral visits or on the sidelines of multilateral international forums while functional departments under the two ministries should boost experience exchange, mutual legal assistance in criminal matters, transfer of sentenced persons, as well as cooperation in developing programs of vocational training and career orientation for prisoners, disaster relief training programs, training programs for officials via bilateral or multilateral seminars and application of science and technology in prison management.
On the same day, Deputy Minister Nguyen Van Long and the delegation visited the Beijing City Prison and the Chaoyang Community-based Correctional Center and had in-depth experience exchange in prison management and community-based correction in China.
* In the framework of the visit to China, Deputy Minister Nguyen Van Long had talks with Deputy Minister of Public Security of China Xu Datong and paid a courtesy call on Permanent Deputy Minister of Public Security of China Qi Yanjun on April 17th.
At the meetings, the two sides evaluated the results of cooperation since the 8th Ministerial Conference on Crime Prevention and Control (September 2023).
Notably, the two ministries maintained delegation exchange at all levels as well as ensured absolute safety and security for the visits of top leaders of one country to the other.
The public security forces of the two countries also worked closely in verifying dozens cases of drug trafficking, criminal, economic, and high-tech crimes, as well as coordinated in arresting and handing over dozens of fugitive criminals, two ministries have advised the Governments of the two contries to negotiate and sign a number of cooperation documents, creating a legal corridor for cooperation activities in the fields of ensuring political security, combating against transnational crimes as well as other law enfocement activities.
Leader of the Chinese Ministry of Public Security affirmed that the Chinese Ministry of Public Security is willing to closely cooperate with the Vietnamese Ministry of Public Security following “6 more” cooperation contents, which is an important consensus reached by the top leaders of both countries in the Joint Statement, especially in the fields of multilateral security cooperation, fighting economic crimes, corruption, frauds via telecommunications networks and the Internet as well as traffic management.
To enhance cooperation between the two Ministries of Public Security, Deputy Minister Nguyen Van Long and leaders of the Chinese Ministry of Public Security reached a consensus on effectively implementing the contents that top leaders of the two Parties, two countries and the two countries' Ministries of Public Security had discussed during the visits, as well as the contents of signed cooperation documents. The two sides should promote multi-level delegation exchanges at bilateral events and multilateral forums to grasp information and security situation in the world and in the region, while closely coordinating to ensure security and safety of the two countries’ and effectively protecting citizens of one country in the other country.
The two sides also agreed to strengthen cooperation in combating transnational crimes and controlling illegal immigration, handling requests of mutual legal assistance in criminal matters as well as exchanging information about citizens of one country committing crimes or violating the laws of the other country.
Representatives also concured that the two ministries exchange experience in applying technology in social management and supervision to ensure security and order as well as in ensuring traffic order and safety, while further promoting training programs of each side’s personnel.
Later on, Deputy Minister Nguyen Van Long and Vietnamese delegation had a meeting with the Board of Directors of the Shanghai Municipal Public Security Bureau and visited the Law enforcement and Case-handling management Center of Chaoyang District Sub-bureau under the Beijing Municipal Public Security Bureau and the Traffic Command Center and the Detention House of the Changning District Sub-bureau under the Shanghai Municipal Public Security Bureau.
* On the same day, Deputy Minister Nguyen Van Long had a meeting with Deputy Minister of Chinese Emergency Management cum Director of National Fire and Rescue Administration Zhou Tian and visited Olympic Park Fire and Rescue unit.
The two Deputy Ministers affirmed that although the two sides have not yet established official relations, there have been cooperation activities between the two sides since 2000s. Nowadays, according to the new organizational model and similar functions and tasks, the Ministry of Public Security of Vietnam and the Ministry of Emergency Management of China have a great potential for cooperation in the field of fire and rescue. To promote cooperation activities in the coming time, the two ministries agreed to further enhance multi-level delegation exchange and share practical experience in fire and rescue activities as well as sign cooperation documents while collaborating in training officials and introducing modern and advanced equipment and vehicles for fire and rescue purposes to each other.
At the meeting, Deputy Minister Zhou Tian briefed the Vietnamese delegation on the situation of fire and disaster in China as well as the organizational structure of the Chinese Ministry of Emergency Management and the results of Chinese national fire and rescue forces’ work.
On this occasion, Deputy Minister Nguyen Van Long expressed his sympathy with the Chinese Ministry of Emergency Management about the difficulties and hardships that Chinese rescue forces faced in overcoming the consequences of the earthquake occurred in Gansu province and Qinghai province.
Deputy Minister Nguyen Van Long conveyed the greetings and invitation to visit Vietnam from Member of the Politburo and Minister of Public Security of Vietnam General To Lam to Minister of Emergency Management of China Wang Xiangxi.
