Mobile Police Force deploys all forces to safeguard security and order at the 14th National Party Congress

In recent times, the Public Security Forces as a whole—including the Mobile Police Force —have intensively refined operational plans in preparation for the deployment ceremony to ensure security and order for the Congress, and stand fully ready to carry out assigned tasks in line with approved plans.

Quietly safeguarding peace at key diplomatic targets

Implementing plans of the Ministry of Public Security (MPS) and the Subcommittee for Security and Order for Party congresses at all levels and the 14th National Party Congress, the Mobile Police Command has rolled out a comprehensive program for training, coordination, and organization of the deployment ceremony and drills for security assurance. The ceremony, successfully held on January 10, showcased personnel strength, weapons, equipment, combatting gears, and vehicles—demonstrating the resolve, cohesion, regularity, professionalism, and modernity of the Mobile Police Force as it prepares to execute its mission.

The event also aimed to raise awareness among leaders, commanders, and officers about the position, role, and importance of security and order assurance for the Congress. To date, assigned units have been mobilizing integrated resources, prioritizing the highest level of preparedness. To observe preparations firsthand, reporters from the Public Security Newspaper visited the Police Regiment for Protection of Diplomatic Missions and the Special Task Police Unit No. 1 under the Mobile Police Command.

At the Police Regiment for Protection of Diplomatic Missions, Colonel Than Van Quan, the regiment commander, said that since August 2024 the unit has developed plans to strengthen target protection and maintain full readiness during the Congress period, assigning responsibilities to members of the regimental command and specialized departments. These plans have been continuously updated in accordance with directives from the MPS and the Mobile Police Command.

Accordingly, the regiment disseminated the overall force deployment plan to ensure security and order for the Congress across all command levels, aligned closely with work programs and leadership guidance. The unit will maintain 100 percent personnel readiness from 7:00 a.m. on January 17 through January 26, and has established and maintained two forward command posts to oversee duty operations and be ready to reinforce protection of designated targets as required.

“We consistently unify awareness among all officers and personnel regarding the significance and importance of ensuring security and safety for the Congress, defining it as a paramount political task for the entire force until the event concludes,” Colonel Than Van Quan emphasized. This effort contributes to effectively implementing the emulation movement “Three Bests: Best Discipline – Best Loyalty – Closest to the People,” launched by the Minister of Public Security, and the 2026 action slogan of the Mobile Police High Command: “Strengthen discipline, tighten order, remain absolutely loyal, and serve the people.”

During inspections of several protected sites with Lieutenant Colonel Dang Dinh Cuong, deputy regimental commander, the atmosphere of strict readiness and discipline among officers and personnel was evident. He noted that, based on assigned functions and tasks, the regiment has implemented plans issued by the Ministry of Public Security and the Security Subcommittee, strengthened coordination and information sharing with professional units and relevant forces—particularly on-site security teams at protected premises—to proactively prepare reinforcement plans ensuring safety in accordance with regulations.

At the Australian Embassy, Colonel Dang Dinh Cuong and the inspection team worked with Vu Kim Nguyen, the embassy’s security officer, to discuss coordination on security and order assurance, while also checking duty readiness and guard rotation procedures. At the headquarters of United Nations organizations, Lieutenant Le Duc Thanh Nam and his colleagues stood guard with precise posture and professional demeanor, projecting a positive image of the target protection police and the Public Security Forces as the Congress approaches.

“The 14th National Party Congress is an especially important political event that will shape the country’s development in a new phase. Ensuring its security and safety is a core, continuous mission of the Public Security Forces,” the young officer shared. “As officers protecting diplomatic missions, we remain politically steadfast, strictly observe regulations, fully implement plans and programs, and maintain 100 percent readiness, mastering protection scenarios to promptly handle unexpected situations.”

Throughout their duties, officers and personnel of the regiment maintain a high level of vigilance, overcome difficulties, and uphold proper posture, protocol, conduct, and professional culture—contributing to a positive image of the Public Security Forces in the eyes of the public and international community. Protecting targets and ensuring the safety of the Congress is both a responsibility and an honor.

Day and night, regardless of weather conditions, regiment personnel maintain armed guard duties around the clock, with weapons, support tools, equipment, and vehicles ready to be deployed upon orders from superiors, ensuring strict information and reporting procedures. They are the silent “shields” safeguarding peace at key diplomatic sites. Each secure watch post contributes to the broader tranquility of the thousand-year-old capital—a city for peace and the heart of the nation—as the opening day of the 14th National Party Congress draws near.

Highest combat readiness to ensure absolute safety in all situations

At Special Task Police Unit No. 1, Senior Colonel Nguyen Duc Khanh, the unit’s commander, said that implementing plans of the Mobile Police Command, the unit’s leadership convened to develop and deploy readiness plans, ensuring forces are prepared for urrgent deployment. With the principle that people are the decisive factor in all successes, commanders at all levels have conducted comprehensive political and ideological education for 100 percent of officers and personnel, fostering a unified mindset, strong resolve, and unwavering determination to protect the Congress.

The unit has proactively strengthened core professional work, surveyed and assessed key areas and targets, and built, supplemented, and refined operational plans for approval. It has organized training and drills at unit level in line with the Command’s overall plan, tailored to the functions of the Special Task Police and adapted to specific targets, spaces, and scenarios—keeping absolute safety for the Congress, delegates, and protected areas as the highest and constant objective throughout training.

Force organization and task assignments have been carefully structured for combat teams, selecting personnel with strong professional expertise and operational experience, while equipping them with the most suitable modern weapons, support tools, equipment, and vehicles for each mission.

Driven by what leaders describe as “an order from the heart of a Public Security officer,” Special Task Police Unit No. 1 has deeply internalized higher-level directives and implemented training in a synchronized, comprehensive, and resolute manner, with the highest standards and the closest possible alignment to real combat conditions. Over recent months—particularly during more than one month of training for the deployment ceremony (Phase 1 from December 1 to 15, 2025; Phase 2 from December 15, 2025 to January 10, 2026)—officers have adhered to the principle that training is not merely to be “adequate,” but to “win,” ensuring absolute safety for the Congress under all circumstances, however complex or dangerous.

“Special emphasis has been placed on joint operations among multiple forces and levels; rapid response to sudden, unexpected, and high-risk situations; unified command, seamless communications, and decisive, accurate action; and proactive, creative simulations and drills,” said Colonel Le Phu Tinh, deputy commander of the unit. “Training ensures absolute safety while maintaining realism and maximizing operational effectiveness.”

According to Major Nguyen Van Giap, leader of the counterterrorism team for land, rail, and water transport, officers undergo extremely demanding drills under tight timelines, high pressure, and complex, interconnected scenarios—sometimes by day, sometimes by night, in harsh conditions or simulated combat environments. The goal is to build rapid and accurate combat reflexes, strong resilience, and mastery of modern weapons and equipment in all circumstances, including the most dangerous.

“The Party Congress draws intense attention from society and the international community, requiring training to keep the unit at the highest state of readiness,” he said. “Training scenarios must comprehensively address terrorism, unrest, and sabotage with increasingly sophisticated and unpredictable tactics, while ensuring no surprise, no passivity, and absolute safety for targets, delegations, and protected areas.”

Senior Lieutenant Nguyen Anh Duc, a counterterrorism aviation team officer, noted that balancing intensive training with constant standby duties places sustained, high demands on personnel, testing physical endurance, mental focus, and professional resolve. Complex terrain and expansive training spaces further require creativity in simulations and drills to ensure safety while preserving realism and operational effectiveness.

Ensuring security and order for the Party Congress is not the responsibility of the Special Task Police alone; it is a comprehensive mission requiring close, synchronized, and unified coordination among forces within and beyond the People’s Public Security. Despite differing functions and operational methods, training must ensure unified command, communications, and operational plans in all situations. “With the highest sense of responsibility, discipline, and determination, Special Task Police Unit No. 1 stands ready to accept and successfully fulfill all assigned tasks, contributing to absolute security and safety for the 14th National Party Congress,” Senior Colonel Nguyen Duc Khanh affirmed.
