The Ministry of Public Security (MPS) organized a conference on law drafting, on the afternoon of March 21, in Hanoi.

The Ministry of Public Security (MPS) organized a conference on law drafting, on the afternoon of March 21, in Hanoi. The meeting was held online, connecting delegates from the MPS headquarters with  those from provincial-level police departments nationwide.

In 2024, MPS with its prime responsibility collaborated with other agencies in drafting eight laws and one resolution, all of which were approved by the 15th National Assembly.

The results showed a breakthrough in its thinking of legal drafting, contributing to ensuring security and order, accelerating the national digital transformation process, building a digital government, a digital economy and a digital society, as well as steadily cutting down administrative procedures.

MPS also submitted 20 draft decrees to the Government, issued 97 circulars under its jurisdiction, and coordinated with other ministries and agencies to draft numerous other legislative documents related to MPS's State management functions.

In 2025, MPS is supposed to draft and submit five bills to the National Assembly, namely Law on Extradition; Law on the Transfer of Sentenced Persons; Law on Personal Data Protection; Law on Temporary Detention, Custody and Residence Bans; amended Law on Execution of Criminal Judgments. The ministry will also build over 130 other related legal documents.

During the conference, delegates discussed approaches to solve difficulties and break through bottlenecks in drafting laws and circulars, especially those related to administrative management of social order, cybersecurity and criminal judgement execution.

Concluding the conference, Deputy Minister Le Quoc Hung praised public security units and agencies across the country for their effort in legal drafting over the past time, and required them to effectively implement work plans on legal drafting to meet the targets set for 2025.

The Deputy Minister requested that all involved public security units and agencies should closely follow the law making and building agendas issued by the National Assembly, the Government and MPS, and promote new legal documents from their drafting to their promulgation, helping all people comprehend, advocate and comply with the legal documents.
