MPS establishes Drafting Committee of the Citizen Identity Law (amended) project

PSNews - Deputy Minister of Public Security Lieutenant General Le Quoc Hung chaired a meeting to announce the decision to establish a Drafting Board and Editorial Team for a project on amended Citizenship Identity Law, on the afternoon of February 16, 2023, in Hanoi.

Overview of the event.

According to the Ministry of Public Security (MPS), the project to amend the Law on Citizenship Identity is very important, as it can facilitate the project on developing the application of population, electronic identification and electronic authentication data for national digital transformation in the period of 2022-2025, with a vision to 2030 launched by the Government (Project 06).

This will also help promote the value and utility of the chip-based ID card, contributing positively to simplifying administrative procedures and reducing citizenship papers. The amended draft Law on Citizenship Identity is built on the basis of inheriting the provisions of the 2014 Law on Citizenship Identity and 4 groups of policies that were approved by the Government at the special meeting on legal development on December 2022.

At the meeting, the delegates heard the decision to establish the Drafting Committee and the Editing Team for amended Citizen Identity Law. Accordingly, Politburo member and Minister of Public Security General To Lam is the head of the Drafting Committee, Deputy Minister of Public Security Lieutenant General Nguyen Duy Ngoc and Deputy Minister of Public Security Lieutenant General Le Quoc Hung are Deputy Heads of the Drafting Committee while Director of the Department of Legal and Administrative and Judicial Reform under the Ministry of Public Security Major General Pham Cong Nguyen is Head of the Editorial Team.

At the meeting, the delegates basically agreed with the draft amended Law on Citizenship Identity. Concluding the meeting, Deputy Minister Le Quoc Hung emphasized that the amendment to the Law on Citizenship Identity is in line with the development trend of society, according to the digital transformation, and following the policies of the Party, National Assembly and Government. 

In order to continue to perfect the draft Law on Citizenship (amended), Deputy Minister Le Quoc Hung suggested, the Department of Legal and Administrative Reform and Judiciary should carefully record opinions and ideas agreed at the meeting and coordinate with the Police Department for Administrative Management of Social Order to revise provisions of the draft Law.
