MPS reviews the enforcement of laws on criminal matters
The Ministry of Public Security (MPS) organized a meeting to review the enforcement of the 2015 Criminal Code (amended and supplemented in 2017), the 2015 Criminal Procedure Code (amended and supplemented in 2021) and the Law on Organization of Criminal Investigation Bodies (amended and supplemented in 2021), on the afternoon of October 11th, in Hanoi.
The meeting was held online, connecting delegates from the MPS headquarters and police departments of provinces and centrally-run cities nationwide.
Member of the Politburo, Secretary of the Public Security Central Party Committee and Minister of Public Security Senior Lieutenant General Luong Tam Quang chaired the meeting.
Delivering his opening speech, Deputy Minister Le Quoc Hung underlined that, over the past time, the Public Security Forces and other relevant agencies have effectively enforced the Criminal Code, the Criminal Procedure Code and the Law on Organization of Criminal Investigation Bodies, which has brought about positive results.
Thanks to the laws, the Public Security Forces have achieved many important targets set by the National Assembly, especially reducing the crime rate in a sustainable manner, actively maintained social order and safety as well as social and political stability, contributing to creating a peaceful, secure and safe environment for the country’s socio-economic development and diplomatic relations expansion.
As guiding documents on the enforcement of the laws were promulgated when the laws were put into force, regulations of the laws were well understood, employed properly by all competent agencies in the reality, bringing about positive results. So far, the sets of guiding documents on the enforcement of the laws have basically been completed, meeting the requirements for anti-crime work in the reality.
At the meeting, delegates deeply analyzed the laws and contrasted them with the specific tasks of the criminal investigation bodies under the Ministry of Public Security as well as those of the Ministry of National Defense and the People's Procuracy.
Speaking at the meeting, on behalf of the Public Security Central Party Committee and MPS leadership, Minister Luong Tam Quang highly appreciated and praised a number of provincial-level police departments for their outstanding achievements in enforcing these laws.
Minister Luong Tam Quang also thanked the Supreme People’s Procuracy, the Supreme People’s Court and other investigation bodies of other ministries for their close coordination with the Public Security Forces in enforcing laws over the past time, and wished them to further collaborate and support the Public Security Forces in the work of preventing and combating crime in particular, ensuring national security and social order in general.
Regarding key tasks in the coming time, Minister Luong Tam Quang requested that police departments of provinces and centrally-run cities continue drafting guiding documents of the laws, and proactively identify shortcomings and limitations of the laws as well as obstacles and difficulties in enforcing the laws in the reality.
The Minister also stressed that executive agencies should foresee new types of crime, especially those as the corollaries of artificial intelligence, digital development and green development, to advise the authority to amend and supplement the laws.
