MPS strengthens cooperation in forensic science with Russian partner
A signing ceremony of a Memorandum of Understanding (MoU) between the Institute of Forensic Science under the Ministry of Public Security of Vietnam and the Forensic Science Center under the Ministry of Internal Affairs of the Russian Federation took place recently in Hanoi.
A signing ceremony of a Memorandum of Understanding (MoU) between the Institute of Forensic Science under the Ministry of Public Security of Vietnam and the Forensic Science Center under the Ministry of Internal Affairs of the Russian Federation took place on the afternoon of October 10th, in Hanoi.
Director of Institute of Forensic Science under the Ministry of Public Security of Vietnam Major General Nguyen Tien Nam and Director of the Forensic Science Center under the Russian Ministry of Internal Affairs Lieutenant General Vadim Viktorovich Kazmin co-chaired the ceremony.
According to the MoU, the two agencies agreed to expand cooperation in the field of forensic science, while further promoting exchange of advanced technology and practical experience through training and capacity-building programs for officers of the two agencies.
The two sides will also jointly hold conferences, workshops, expos and other meetings to discuss cooperation in forensic science, share information and forensic science expertise, coordinate to study new types of evidence and exhibits as well as regularly exchange delegation at all levels and jointly conduct cooperation activities.
Major General Nguyen Tien Nam underlined that the Russian Federation is one of the world’s leading countries in science and technology, and the Forensic Science Center under the Russian Ministry of Internal Affairs is a big developed forensic science center with extensive experience, modern methodology, advanced technologies, equipment as well as high-quality experts.
Major General Nguyen Tien Nam affirmed that the Institute of Forensic Science of the Ministry of Public Security of Vietnam wishes to promote cooperation in forensic science with the Russian counterpart in the coming time.
The Vietnamese head delegate also proposed that the Russian Forensic Science Center closely coordinate with the Vietnamese Institute of Forensic Science to effectively implement the signed MoU and soon complete the procedures to carry out cooperation activities in 2025, while sharing with the Vietnamese partner its experience in forensic document examination and DNA profiling.
For his part, Director of the Forensic Science of the Russian Ministry of Internal Affairs Lieutenant General Vadim Viktorovich Kazmin stressed that the MoU will create an opportunity for the staff of the Vietnamese Institute of Forensic Science to improve their professional expertise.
The guest also underlined that the signing of the MoU marked a milestone in cooperation between the two agencies, contributing to strengthening relations between the two countries in general, between the Ministry of Public Security of Vietnam and the Ministry of Internal Affairs of the Russian Federation in particular.
