MPS strengthens cooperation with Belarusian partners
At the invitation of State Secretary of the Security Council of Belarus Alexander Grigoryevich Volfovich, Minister of Public Security Senior Lieutenant General Luong Tam Quang, leading a high-ranking delegation of the Ministry of Public Security of Vietnam, paid an official visit to the Republic of Belarus from September 7th to September 9th, 2024.
Within the framework of the visit, Minister Luong Tam Quang had talks with various Belarusian top officials, including State Secretary of the Security Council Alexander Grigoryevich Volfovich, Chairman of the State Security Committee Ivan Stanislavovich Tertel and Minister of Internal Affairs Ivan Vladimirovich Kubrakov.
* At the talks with Belarusian State Secretary of the Security Council Alexander Grigoryevich Volfovich, the two sides agreed that the global and regional situation is undergoing rapid and complex developments, with potential risks of instability, while traditional and non-traditional security challenges are interwoven, threatening national security of countries, including Vietnam and Belarus.
In the context, the two sides stressed the need to further promote bilateral cooperation to safeguard national security, ensure social order and safety as well as prevent and combat crime in each country.
* During the talks with the Belarusian State Security Committee, Minister Luong Tam Quang and Chairman of the Belarusian State Security Committee Ivan Stanislavovich Tertel agreed that bilateral cooperation between the two agencies had been strengthened over the past time.
To further enhance cooperation between the two sides, commensurate with the political and diplomatic relations between the two countries and to meet the requirements for ensuring security and order in each country, the two head delegates consented to further exchange delegations at all levels, share information and hands-on experience as well as build capacity of the two agencies’ personnel.
* At the talks with Belarusian Minister of Internal Affairs Ivan Vladimirovich Kubrakov, Minister Luong Tam Quang expressed his delight at positive results of the cooperation between the Ministry of Public Security of Vietnam and Belarusian Ministry of Internal Affairs in exchanging information, sharing hands-on experience, training and building capacity of personnel as well as in verifying identification of offenders of citizenship of the two countries.
Regarding bilateral cooperation in the coming time, the two ministers agreed to enhance delegation exchange at all levels, share information and experience in preventing and combating crimes, especially organized crime, transnational crime, drug-related crime, high-tech crime and human trafficking, as well as closely coordinate to investigate criminal cases involving citizens of the two countries, track and arrest wanted fugitives who are citizens of the two countries.
The two sides also agreed to promote cooperation in training and buiding capacity of the law enforcement forces of the two countries, and committed to not letting any individuals or organizations take advantage of one country’s territory to carry out sabotage activities against the other country.
The two sides assured that they will ensure security and safety as well as create favorable conditions for diplomatic representative agencies, businesses, students and citizens of one country working, studying and living in another country, while maintaining their mutual consultation and support at multilateral forums on crime prevention and control.
* Within the framework of the trip to Belarus, Minister Luong Tam Quang and the delegation visited and laid flowers at the Victory Monument in Minsk, paid a call to the Almaz Special Task Force under the Belarusian Ministry of Internal Affairs and had a meeting with the staff of the Embassy of Vietnam in Belarus.
