Within the framework of the 14th National Congress of the Party, General Lương Tam Quang, Member of the Politburo, Secretary of the Central Public Security Party Committee, and Minister of Public Security, presented a report entitled: “Public Security Forces Trying their Best to Implement the Party-set Three Strategic Objectives: Peace and Stability; Sustainable, High-Quality Development; and Comprehensive Improvement of the People’s Living Standards.”

The Minister’s report further clarified and deepened the contents concerning the protection of national security, the maintenance of social order and safety, and the building of the People’s Public Security Forces as set out in the Congress documents.

Over the past five years, the world and the nation have faced a wave of challenges, including the pandemic, natural disasters, global volatility, economic headwinds and disruption of the global supply chain. Many of these issues were unpredictable and unprecedented, posing historic difficulties. Against this backdrop, the Party has reaffirmed its mettle and wisdom, leading the entire Party, people and armed forces to successfully implement the Resolution of the 13th National Party Congress. This leadership has steered the 'revolutionary vessel' toward rapid and sustainable, securing monumental achievements in the 40-year Doi Moi (Renovation) process.

In particular, during the final years of the term, guided by the Party’s strategic vision, acumen, and wisdom, the implementation of the 13th National Congress Resolution has achieved historic, breakthrough, and pivotal progress. A revolution in streamlining the political system's organizational apparatus, coupled with a series of strategic Party policies aimed at radical reform—removing bottlenecks, unlocking resources, fostering development, and caring for the people—has profoundly ignited a spirit of "self-confidence, self-reliance, self-governance, and national pride" across the entire Party, people, and military. This has harnessed the power of great national unity and the aspiration to contribute, shaping a comprehensive strategic framework for the country to advance steadily and rapidly in the coming years under the Party’s leadership.

The nation’s position and prestige on the international stage continues to rise. Vietnam consistently ranks among the world’s and region’s fastest-growing economies. People’s lives have steadily improved through practical measures of employment, healthcare, education, poverty reduction as well as the assistance levels for national contributors, the vulnerable population and those affected by natural disasters or epidemics.

Effectively implementing the 13th National Congress Resolution with an exemplary and pioneering spirit dedicated to the Party and the people, the Public Security Forces have made distinct strides. Since the beginning of the term, with its courage, vision, and wisdom, the Standing Board of the Public Security Central Party Committee has led the People’s Public Security Forces (PPSF) to uphold a high sense of responsibility and a spirit of daring to think, daring to do, daring to innovate and daring to take responsibility for the sake of the common good. The PPSF has pioneered organizational restructuring, deployed commissioned police officers to the communal level administration, led the national digital transformation process, and created a milestone in building the National Population Database. Furthermore, the Ministry of Public Security has proactively proposed legal refinements for new and complex issues, always staying on the frontline to rescue and assist the people in times of danger, embodying the motto: "Public security officers always show up where and when people are in need, in difficulty."

Thanks to the PPSF’s great efforts, national security was firmly maintained, and Vietnam continued to rank among the world’s top countries in terms of security and safety. Meanwhile potential complexities and key antagonistic elements were detected and resolutely addressed early and from afar beyond the national border. Further, the society remained orderly, disciplined, safe and healthy so people could enjoy a really peaceful and happy life. At the same time, the numbers of crimes, legal violations, traffic accidents and fire incidents were all reduced. Specifically, the PPSF under the leadership of the Party conducted an uncompromising struggle against all types of crime, particularly corruption, waste, negative phenomena, drug-related crimes, environmental crimes, and counterfeit goods. While the traffic police was fostering a culture of traffic safety, the grassroots-level police successfully built hundreds of drug-free communes.

The signing of the United Nations Convention against Cybercrime in Hanoi became a milestone in the PPSF’s effort for international integration, which also helped affirm Vietnam's commitment and responsibility for settling global issues.

The security perimeter, the "People’s Security" foundation and the "People’s Security" posture were all consolidated as they were based on the "hearts and minds" of the people and closely connected with the "All-people National Defense."

Having striving to "surpass their own” over the past five years, the People’s Public Security Forces have developed remarkably, basically becoming "truly clean, strong, regular, elite, and modern forces," and really functioning as the "sharp sword" and "steel shield" protecting the Party, State, people, and the socialist system.

In the next five years, alongside opportunities and advantages, the four major challenges identified by our Party remain available and may, to some extent, become more acute and in new forms. The four challenges to our cause of building and defending the Fatherland are listed below: (i) We face the challenge of identifying and seizing current evolutionary trends to make timely decisions, and effectively deal with internal and external relationships, development and security, and risks and opportunities. And the pressure of "choosing sides" or "choosing alignments" will increase in all the fields of politics, diplomacy, economics, defense, security and technology. (ii) The second challenge is the requirement for timely identification of new spaces, fields and subjects of protection, as well as effectively handling security risks and new forms of security and order violations arising from rapid scientific and technological development. There are also questions regarding the nation's position and potential after 40 years of Doi Moi (Renovation) and the implementation of new developmental mindsets. (iii) The third challenge is the people’s expectations for national development in the new era as well as for the successful implementation of the 14th National Congress Resolution and the Party’s strategic policies. (iv) The fourth challenge is how to achieve socialist goals regarding social welfare, poverty eradication, and the continuous improvement of the quality of people’s lives.

In this context, the PPSF will focus on implementing “the Party’s three strategic objectives: peace and stability; sustainable high-quality development; and comprehensive improvement of the people’s living standards,” by doing the specific key tasks as follows:

First, steadfastly upholding the principle of the Party’s absolute and direct leadership in all aspects over the People’s Public Security Forces; the PPSF continues to set an example, take the lead, and serve as one of the core and spearhead forces in implementing the Resolution of the 14th National Party Congress and the Party’s strategic policies while actively innovating the thinking on national security protection by transforming the mindset of “official duty” to the “official duty and service,” from the “command and obedience” to the “command, obedience and proactively proposing, enabling development.” Further, the PPSF needs to fundamentally transform their traditional operational method to a traditional-modern combination approach. Importantly, the PPSF is required to firmly safeguard early and from afar, protecting the country from potential threats, as well as to absolutely prevent the country from losing the strategic initiative, to know how proactively turn challenges into opportunities for national development, to continuously build on  national security protection capabilities, and to make more contributions to peace and stability in the region and the world.

Second, maintaining the country’s position among the world’s leading nations in security and safety, building an orderly, disciplined, safe and healthy society, striving for a peaceful and happy life of the people, creating a foundation for successful development. Next, the PPSF needs to protect political security, cultural and ideological security, economic security, cyber security and data security, safeguard key leaders, strategic-level officials and leading scientists and technologists,basically settle potential security and order risks, and deny any strategic disadvantage or surprise. What is more, the PPSF needs to firmly protect national security in new spaces and domains while effectively combating new criminal methods and tactics. Another important task of the PPSF is to build 50% of the communes nationwide and 18 groupings of communes as free-of-drug zones in a roadmap of building a crime-free society. The PPSF is expected to continue taking the lead in the national digital transformation process, which helps lay a foundation for people to do administrative procedures regardless of administrative boundaries, foster digital trust, build a digital society and digital citizens, and develop a digital economy, a data economy and data industry. The PPSF also undertakes the mission of building a law-respect culture and a traffic culture, consolidate the country’ distant security belt, strengthen the protection of national interests and the legitimate interests of Vietnamese enterprises and citizens abroad while actively participating in addressing global issues, promoting international cooperation in implementing the Hanoi Convention, and building Vietnam as a regional center for cooperation against cybercrime in the Asia–Pacific region.

Third, the People’s Public Security Force need to strive to become a revolutionary, regular, elite, and modern force, “Most Disciplined – Most Loyal – Closest to the People,” taking the lead in social activities and firmly consolidating the people’s hearts security posture. The PPSF needs to build a corps of officers and Party members with strict discipline, steel-like mettle, competent professional experience, legal and technological mastery, humanity, and closeness to the people. The PPSF needs to effectively implement the motto “Public security officers always show up where and when people are in need, in difficulty.” The PPSF needs to participate actively in supporting vulnerable and disadvantaged groups of population, contributing to resolving the origins of security and order issues and promoting the “people’s hearts security posture” in building and defending the socialist Fatherland.

Fourth, creating breakthroughs in developing a self-reliant, dual-use and modern security industry, consolidating security protection capabilities and contributing positively to the country’s goal of sustainable, high-quality development. From their practical work of ensuring security and order, especially cyber security, digital transformation, and their state management of security and order, the PPSF needs to research, develop and master technologies, as well as to produce and supply security industry products and services that both meet the requirements of protecting security and order and reduce imports, meeting the need of the domestic market and gradually for export. The focus will be on five product groups: cyber safety and security industrial products and services; big data industrial products and services serving digital transformation; technical and professional equipment; fire prevention and fighting products; and products for early detection, warning, and prevention of security and order risks.

Under the leadership of the Party, the management of the State, and thanks to the coordination of ministries, sectors and localities as well as the support of the people and international friends, the PPSF, based on the glorious tradition of more than 80 years of construction, combat, and growth, the entire People’s Public Security Forces are determined to implement the motto: “Following Uncle Ho’s Teachings – Innovating Thinking – Enhancing Knowledge – Regular and Modern – For the Party and the People,” laying the foundation for the successful implementation of the Resolution of the 14th National Party Congress and the Party’s strategic objectives.
