Vietnam, Peru promote security and law enforcement cooperation
PSNews - As a member of a high-ranking delegation led by President Luong Cuong to visit the Republic of Peru, Deputy Minister of Public Security Senior Lieutenant General Tran Quoc To had talks with Peruvian Deputy Minister of the Interior César Wilman Guardia Vásquez and Commander General of the Peruvian National Police General Víctor José Zanabria Angulo.
At the talks, Deputy Minister Tran Quoc To affirmed that the Ministry of Public Security of Vietnam highly valued the visit of the high-ranking Vietnamese delegation to Peru, saying that the visit laid a foundation for cooperation between the two ministries in particular and the two countries in general in the fields of security and police affairs, contributing to ensuring peace and security in the region and the world.
The guest underscored that, although the two sides had coordinated in exchanging criminal information as well as implementing requests for extradition and transfer of sentenced persons through international organizations such as INTERPOL, the level and scope of bilateral cooperation had not been commensurate with the potential and strengths of each side.
In addition, the Vietnamese official stressed that, in the context of increasing people exchange and tourism, trade and investment activities between the two countries, the two sides need to strengthen bilateral cooperation in crime prevention and control as well as security and order protection.
Meanwhile, the host informed the Vietnamese delegation of the current complicated situation of human trafficking, drug-related crime and environmental crime in Peru, while expressing their wishes to cooperate and exchange hands-on experience with Vietnamese partners in those fields.
Peruvian Deputy Minister of the Interior César Wilman Guardia Vásquez and Commander General of the Peruvian National Police General Víctor José Zanabria Angulo also affirmed that the Peruvian authorities would ensure safety, provide support and protect legitimate rights and interests of Vietnamese citizens in Peru.
On this occasion, the Vietnamese delegation handed over to the Peruvian side drafts of two agreements on extradition and transfer of sentenced persons, and a Memorandum of Understanding on preventing and combating transnational crime between the two governments for consideration, so that the two sides will step up the negotiation and signing of those cooperation documents to create a legal basis for future cooperation activities in crime prevention and control.
At the talks, the two sides agreed to strengthen the cooperative relationship between the Ministry of Public Security of Vietnam and the Peruvian Ministry of the Interior in the fields of security, police and law enforcement, contributing to safeguarding national security, ensuring social order and safety in each country, and protecting legitimate rights and interests of the two countries’ citizens.
The head delegates also reached consensus on enhancing exchange of high-level and expert-level delegations to share with each other the criminal situation in each country and the world, especially situations of drug-related crime, human trafficking and environmental crime.
The two sides agreed to jointly organize training and capacity-building programs on professional expertise and foreign languages for police officers of the two countries.
