Minister To Lam: Entrusted agencies must complete draft laws and decrees as scheduled
General To Lam, Politburo Member and Minister of Public Security, chaired a meeting on September 9 with the Department of Legal Affairs and Administrative, Judicial Reforms and other relevant agencies under the Ministry of Public Security (MPS) to review the progresses and quality of the laws and decrees being drafted by the MPS.

At the meeting, Major General Pham Cong Nguyen, Director of the Department of Legal Affairs and Administrative, Judicial Reforms, briefed the Minister on the drafting schedules for the laws and decrees that agencies under the MPS are responsible for the drafting.
According to him, the MPS has proposed draft and submit to the Government and National Assembly (NA) four law projects in the NA 2022 agenda. They are law on ensuring road traffic order and safety, law on forces involved in security and order protection at grassroots level, Law on amending and supplementing a number of articles to the Law on People's Public Security Forces, and the Law amending and supplementing a number of articles to the Law on Organization of Criminal Investigation Agencies.
Additionally, the law project on Mobile Police Force has been included in the National Assembly's Law and Ordinance Development Program for 2021 and 2022.
Furthermore, the MPS is currently drafting 11 decrees, including eight to guide the implementation of the laws that have taken effect and will take effect from January 1, 2022, and three others relating to the Government's 2021Working Program.
Most of the draft decrees have been sent to ministries, sectors, and local authorities for comments. Some of them have been sent to the Ministry of Justice for legal appraisal.
Speaking at the meeting, Minister To Lam asked the under-ministerial agencies which are assigned to draft the laws and decrees to gather and consider comments on the draft laws and decrees by relevant ministries, Central-level agencies, and branches, then finalize the draft laws and decrees and submit them to the competent authorities for further review or promulgation as scheduled.
Minister Lam also emphasized the importance of popularizing the laws and decrees being drafted by the MPS.
He asked the Department of Legal Affairs and Administrative, Judicial Reforms and relevant under-ministerial units to coordinate with press and media agencies inside and outside the Public Security Forces to publish the contents of the draft laws and decrees in order that all people can know and contribute to them, and that they can receive much support from people, politico-social organizations, and the National Assembly.
