PSF urged to enhance measures to prevent large fire incidents
PSNews – The Ministry of Public Security (MPS) on November 26 held a videoconference to review its 5-year fulfillment of the Plan No. 91/KH-BCA-C61 on implementing measures to prevent large fire incidents. Senior Lieutenant General Le Quy Vuong, Member of the Party Central Committee, Deputy Minister of Public Security chaired the event.

According to the plan’s report, over the last 5 years, the police units and localities with the core force is the fire police have strictly and effectively implemented the directions of the leaders of the MPS in preventing large fire incidents; as a result, the number of fire incidents has been controlled and damages caused by fire have considerably been reduced, contributing to maintaining political security, social order and safety, and well as promoting industrialization and modernization of the country.

However, delegates at the meeting still pointed out limitations and difficulties in the fire prevention work. Particularly, several serious fire incidents still happened; these include the fire incident on November 1st 2016 at the karaoke bar No.68 on Tran Thai Tong Street, Hanoi killing 13 people, or the fire incident on July 29th 2017 at a cake factory in Hoai Duc District, Hanoi killing 8 people; the fire incident on March 23rd 2018 at Carina Plaza apartment killing 13 and injuring 51 others, and the latest fire incident on November 22 caused by an oil tank truck in Binh Phuoc leaving 6 deaths.
At the conference, delegates discussed and pointed out both strong and weak points in implementing the Plan No.91 over the past time, as well as discussed measures to implement the plan more effectively in the upcoming time in order to minimize damages caused by large fire incidents and to enhance the responsibility of the involved forces for fire prevention and fighting.
Speaking at the event, on behalf of the Central Party Committee of Public Security and leaders of the MPS, Deputy Minister Le Quy Vuong recognized and highly appreciated the efforts and achievements of all involved forces, especially the fire police force, in the past time in preventing large fire incidents.
He then urged the police units and local authorities to well implement the Law on Fire Prevention and Fighting, the amendments and supplements to the Law on Fire Prevention and Fighting and other directives. He requested police units to coordinate with all agencies, departments, branches, local authorities and functional forces to review and give ideas to complete the legal framework for the state management on fire prevention and fighting; and enhance information dissemination on fire prevention and fighting.
Deputy Minister Le Quy Vuong also asked the fire police force to set up a comprehensive data system with sufficient information about the fire prevention and fighting situation of every locality, business establishment and building as well as deploy drastic and synchronous measures to prevent large fire incidents while strictly handling any violation of the fire prevention regulations.
The Deputy Minister suggested that the Fire Prevention, Fighting and Rescue Police Department direct the whole force to take more effective fire prevention measures during the Lunar New Year 2019.
