Ho Chi Minh City is one of localities in the South heavily affected by Storm Usagi (Storm no.9).
Many streets were still under water on the morning of November 26 as rain continued. Deeply flooded streets included Huynh Tan Phat (district 7), Nguyen Huu Canh, Xo Viet Nghe Tinh, Ung Van Khiem and Dinh Bo Linh (Binh Thanh district).
The flooding caused traffic jams in many areas, particularly during rush hours when people went to work or returned home. In this circumstance, 100% of the traffic police officers were assigned to various seriously flooded streets to guide traffic flows and support people with broken vehicles.
