MPS review implementation of Project 06 in H1
The Ministry of Public Security (MPS) held a meeting on July 6 to evaluate the situation and results of the first 6 months of the implementation of the government-launched project on enhancing the application of population data, e-identification and e-authentication in the national digital transformation in the period of 2022-2025, with a vision toward 2030 (Project 06) in the People's Public Security (CAND).
Minister of Public Security General To Lam, Head of the Government's Project 06 Working Group, Head of the MPS Project 06 Steering Board, chaired the meeting.
Present at the meeting were Deputy Minister of Public Security Lieutenant General Nguyen Duy Ngoc, Standing Deputy Head of the Government's Project 06 Working Group, Deputy Head of the MPS Project 06 Steering Board and other members of the MPS Project 06 Steering Board.
Addressing the opening session, Minister To Lam affirmed, after the first six months of implementing Project 06, the MPS achieved a lot of positive results. However, the implementation of the project is now entering the stage that requires greater effort to reach the objectives of the project.
So far, a number of ministries and branches have not had enough "correct, sufficient, clean, live" data to connect their networks with the MPS one. Therefore, the members of the MPS Project 06 Steering Committee need to give comprehensive and exact evaluation of the situation and identify the nature of the current "bottlenecks", and based on these propose solutions to ensure the progress of the project implementation.
In a brief report on the situation and results of the implementation of Project 06 in the People's Public Security Forces, Director of the Police Department for Administrative Management of Public Orders Lieutenant General To Van Hue released, over the past six months, the Ministry of Public Security has provided 189 public services (an increase of 143 public services compared to the beginning of 2022) on the Public Service Portal of the Ministry of Public Security, of which 44 public services have reached level 3 and 145 public services have reached level 4.
The Public Service Portal of the Ministry of Public Security received 201,884 dossiers online, of which 74,587 were successfully processed and returned to the senders.
The MPS continues to carry out the connection and sharing of national data on population with specialized databases of other ministries and branches.
In particular, the National Population Database successfully connected with the specialized database of the Ministry of Education and Training ahead of the schedule. The integration of information of citizens’ health insurance on their e-ID cards also makes it easier for all people, insurers and hospitals. After 3 months of implementation, 49.3% of medical facilities nationwide has now accepted health insurance integrated on citizens’ chip-based ID cards.
Further, a number of utilities have been deployed effectively. For instance, a QRCode reader device on a citizens’ e-ID cards is used to prevent and control epidemics or serves as an access to offices and agencies while citizens’ e-ID cards is also used to identify customers at transaction counters of banks.
Chairing the discussion session at the meeting, Deputy Minister Nguyen Duy Ngoc asked the members of the MPS Steering Board of Project 06 to carefully analyze the shortcomings and discussed solutions to remove obstacles and effectively implement the project in the time to come.
Concluding the meeting, Minister To Lam praised the sense of responsibility of members of the Government's Project 06 Working Group and the MPS Project 06 Steering Board while recognizing achievements and effort of involved public security agencies and units in the past time.
Regarding key tasks in the coming time, Minister To Lam urged ministries and localities to ensure that input data be "correct, sufficient, clean, live". He asked involved public security and units to mobilize forces and equipment to complete the issuance of e-ID cards for citizens.
The MPS should take the lead in providing online public services, in order to save time and money for organizations, businesses and people as well as to contribute to administrative reforms.
Minister To Lam underscored the security and safety of the National Population Database and requested involved agencies and units to step up the connection of the database with specialized networks of agencies and ministries at the service of national digital transformation.
