Vietnam, Brazil consider signing Agreement on Confidential Information Exchange and Protection

PSNews - A negotiation round on an agreement between the Socialist Republic of Vietnam and the Federative Republic of Brazil on confidential information exchange and protection took place in Brasilia, Brazil from June 25th to June 27th, 2024.

Under the authority of the Prime Minister of Vietnam, a delegation of officials from the Ministry of Public Security, the Government Office, the Ministry of Foreign Affairs and the Ministry of Justice of the Socialist Republic of Vietnam, led by Deputy Director General of the Department of Internal Political Security under the Ministry of Public Security Senior Colonel Nguyen Anh Tuan,  negotiated with a Brazilian delegation headed by General Coordinator of the Security and Accreditation Center  of the Institutional Security Cabinet of the Presidency Lieutenant Colonel José Carlos Comel Junior for the signing of the agreement.

Vietnam and Brazil officially established diplomatic relations in 1989, then upgraded their ties to a comprehensive partnership in 2007. The year of 2024 marks the 35th anniversary of the establishment of Vietnam – Brazil diplomatic relations and the 17th anniversary of the upgrading to a comprehensive partnership, so it is a great opportunity for the two sides to expand bilateral cooperation in various fields.

Over the past time, the two sides has exchanged a lot of information related to cooperation fields, including State secret information. However, the two sides have not yet set up a legal basis binding the two sides' responsibility in using and managing the exchanged confidential information.

In the spirit of friendship, cooperation and mutual trust, the two sides conducted a round of negotiation based on an English version of the draft agreement provided by Vietnamese side.

After the negotiation round, the two sides reached consensus on the title and content of the agreement and competent authority to sign the agreement.

At the end of the negotiation round, the two heads of delegation signed the draft agreement and the minutes recording the results of negotiations, and agreed to report to the competent authority of both countries to officially sign the agreement as soon as possible.
